THE proposals for IsroieJ-Arob peace negotiations made lost week by the Hon. Lester B. Pearson, Canada's foreign secretary/ in the House of Commons debate on the Middle East are now being hailed as a valuable comprpmise between the views of Mr. Dulles of the U.S. and Sir Anthony Eden of Britain.
Mr. Pearson called on the Arab states to "recognize the legitimote and permanent existence of the state of isroel" by giving up the demand to return to the 1947 resolutions. He reminded the Arabs that they "took up orms to prevent these resolutions becoming effective and I do not see how they can claim the right to have them accepted now as the price of peoce in the oi^eo.
crippling to the new state.'
Mr. Peqrson's statement was certdihly^: fair and constructive contFibutipn^t^ this agitated discussions noyv going on about the Mid-*dle East problenri. We wonder however why this statement wasnot rhade until after the dragging out of the "skeleton in the closet'' about plane shipments to Egypt?
In the some'debate it was pointed out that the value of Cariodian arms shipped to Israel was actually greater than the value of , the Harvard planes shipped to Egypt, .
We wonder if this tells the whole story however? Maybe some other skeletons were still left in the closet? VVe would Iike^ tbikribw if Canada shipped arms to any of the other
"The people of Israel hove the right to Arab states during the same twp-yeqr^^^^^^^^^^
know that their fistionol existence is not at stoke," Mr. Pearson declared/ adding that the Arab states are also "entitled to certain assurances." "
He colled on Israel topoy some compensation to the Arab refugees as part of '"a fair and honorable solution" of this problem, and to contribute to on international resettlement operation for most of them.
While armistice lines could be readjusted, Mr. Pearson said there should be "no onesided concessions of territory or any such thing OS the 'truncation' of Israel, which would be
and if so how much? This woiild give us a more complete picture of the relative arms shipments from Canada to Israel and the Arab states. '
The disclosures to dote however/are sufficient "to demonstrate that despite the cirgent calls for peace on all sides, no important 30wer from any side is as yet prepared to fully lalt the shipment of arms to the Middle East.
We understand however, that a Canadian embargo oh arms to the Middle East 4s in force until the debate in the House of Commons is concluded.
Aespiiiisilbility to the tommiinity
ONE of the achievements in the local Jewish community in the past year was the making of a sharp turn iri fund-raising for vital causes.
The success achieved by the United Jewish Appeal in 1955 turned out to be'a fine precedent for other organizations and other campaigns to emulate. Since then we hove had campaigns by th^ Home for the Aged, Peretz School arid Talmud Torah. The Youth Aliyoh Driye is now in progress and the Histodrut camp^aign will begin in ^a few weeks. And of
cil. Efforts hove been mode to obtain ruch statements in the past and while some organizations hove complied, most have failed to do so.
There ore some members of the executive of the Community Council who believe that every brganization given endorsatidn for a money raising project should submit a report of the~results to the Council. The principle behind this view Is that every group seeking public financial support in the Jewish community should show some responsibility to
course we are a!! aware of the unprecedentei;! the community by making pyblic its financioli
success which has crowned the current emergency c<3ropaign for ^Stote of Israel Bonds.
;The success of dll these ^ffbM Was achieved mainly because of better organization and better all-round work in each campaign.
This is not being written however,^ for the pui-pose of extolling any or alt of these campaigns. Eviery one of them gets their due shore of publicity and editorial support in the Bulletin at the appropriate time.
What we would like to point out is that during the course of the year every one of these drives comes up for discussion in the Community Council at one time or another. Every organization seeks Community Council endorsotion of its drive, which constitutes a form of public approval in the Jewish community. ^
In discussing the endorsotion of these projects the proposal has been mode on numerous occasions that at the conclusion of each drive a financial statement of the resDlts should be presented to the Community Coun-
stotement.
- V In a grpwing conirnunity where there is bound to be competition fbr pribrity support of different causes, campaigns> and institutions, the community certainly has d right to know how the money it contributes is being spent, in order* to better assess the relative merits of the various drives.
We hope that there will be on opportunity to give this problem a public airing at the forthconriihg annuol meeting of the Jewish Community Council on Thursday, February 16.

Lost we^k we decided thot'it WQS importont for every adult to draw «■ proper Wiii. S' aisb SQsd we would see whbt your Will kios to do with your Life 'Insurance.
There ore many situations where a Will may Interfere or affect^ o Life Insurance dqim^ Hiere dre a couple of them. ■, >
1) Before paying a cloim in A excess ^of $1500 on Jnsurance / company must obtain o Suc-

2) A policy provides an income of say $300.00 a month to o beneficiary. The Will of the deceased instructs the executor to pay a similar incorhe out of the estate without, speic;-ifically mentioning 'the policy. Should the widow then receive $600.00 a month? i
Oliviously^ the: insured should see thot the Wilt collaborates wilHh his policies to ochzeye his wishes. Keep both your insurance iogent ond your Iqwyer up to dote on changes in your Will and purchoses of new policies.
Incidentally it is'not o good idea to name minor children beneficiaries or contingent beneficiaries. A widower I know bought a policy on his life /naming his minor children beneficiaries. Nfieding money he took his policy to the bank for o loon only to discover it wasn't assignable.
If you ate gb^^^ tbrbiiyMn- " surbnce for family protectioiip name your beneficiary "Jone Doe, my wife, if then living; otherwise niy executors, administrators or ossignees." Better still—^all me!
See you next week.
