The new legislative session opened last week with Lieutenant-Governor John Black Aird's Speech from the Throne0 The speech does not represent his personal view of what the legislature\s business ought to be. The Lieutenant-Governor is the 1egisla tive mouthpiece of Premier Miller Js Progress-. ive Conservatives. The Throne Speech charts the. governing party's course of actiort in the forthcoming session. Its clear the Progressive Conservative have learned from the recent election. Its legislative program is similar to what the opposition Liberals and New Democrats )iave agreed to implement once they '^have toppled the government. Comparing what each have to offer is a guide to where the biggest fights are 1 ikeily to break out in the new session..
Lets start with where both government and opposition agree change is needed. Up front are three big issues !which figured big in the past electionr job creation》 the environment and seperate school funding. One hundred million dollars is to be spent generating 75,000 training opportunities and 30,000 work-experience opportunities. The emphasis is on preparing youth for a better crack at I the real job market. Environmental clean-up is also targeted for attention. Imagine the tension that is ! created in a family when an elderly parent need constant care. The question of who stay at home to take care of him has of ten divide families and^fill every one involved with quilt. When the family reaches out for help, it will find that most1 nursing homes have no Chinese speaking staff, if a parent is put into that environment, he/ she would be in total isolation*
The nursing homes who have Chinese speaking staff have long waiting list9 some even-up to two years. Every community worker2 family physicians one talks to can give a full desGription on the emotional and physical hardship that is created by this impossible sltuationo
But do we see any one acting on this need? No* The closest we have is a study commissioned by Joseph Ng, the coordinator of Chinese social services in Mount Sinai Hospital <, The study document the need and feasibility of building a nursing home* While it. is a good begining9 it is not enough. We see many new theatres, restaurants, condominums being built in Chinatown, yet we see no desire among the private sector to build a nursing home even though aSost nursing homes are profitable.
To make the matter worse, a common perception regarding our
seniors is the following: our seniors have cheap housing, they have money
where the government has been the past forty years. The Speech from the Throne may be a deathbed re-pentance。 Still, Miller and his party have announced they want to So out„ if they must, with a roar instead of a whimper.
When the Throne Speech was finished and debate over its contents begun Mr• Peterson tabled a sub-amendment Co express his Pity's lack of confidence in the present government:。 That sub° amendments if all goes according to plan, started the process which will bring Mr. Miller's resignation, The situation will so change that the Lieutenant-Goveruor will change from government mouthpiece to arbiter of who shQmld form the next governmento -. |

作的時候&每日都爲老人家塡寫入 息津貼的申請'表。當一個老人家每
個月二百多塊錢的養老金不夠生活 的時候*只好申請政府的入息津貼 以爲幫補。
年長者的敉入通常都相當有限。 說是捉襟見肘並不爲過。他們之中 大部份都是女性。統計數字顯示在 各階層民衆之中,靠養老金過活的
女性收入最低◎ '
加拿大本來亦是一個敬老尊賢的
國家》但令人痛心的是,聯邦政府 已經宣佈未來五年內,荸老金不 完全依照每年的通貨膨脹比率調 *此卽是說》在一九八六年。每一 位老年人的養老金將辦形中損失一 百元》八七年損失二百零五元^八 八年三百十五元-八九年四百卅一 元,九〇年五百五十二元9九一年 、六百八十元。五年加起來最少損失 ,千六百零四元^難道這就是我們

This perception is not at all correct. Yes, while we do see some seniors frequenting restaurants, they are a very small minority. There are. many many others, the majority of seniors living among us are poverty stricken. If for some reason the , monthly government cheque got lost, their livelihood may be in jeopardy。 During the years as a community worker 9 I have filled in countless application forms for Guarantee Income StrppTement, a form of subsidy given out by the Federal government to seniors whom the three hundred dollars monthly paid by the old age security system (OAS) is in no way enough for a senior to survive oho These seniors have little or no savings. They have to measure out every dollar thev spent carefullyj, most of them are women。 Statistic . tell us that feraale pensloners have the lowest income among us. With the de-indexing of the OAS program9 the annual cut to each pensibner in Catiada will be $100 in 1986, $205 in 1987, $315 in 1988, $431 in 1989。 $533 in 1990. Pensioners will lose at least $1604 in the next five years. Is this an honorable way to treat our respected one, or pioneers of this country?
