華爾海事'件帶來不少令入不愉快
For several weeks former United Nations Secretary General Kurt Waldheim has been dogged by the allegations that he has been involved in an. unseemly coyer-up of his wartime activitiesjin the German Army. .Critics accuse him of direct participation in war crimes related to the rounding-up of European Jews and the \ execution of Balkan partisans. Waldheim has emphatically: rejected the charges. ;
Yet, the affair refuses to go avay and th.e presidential ; election in Austria has turned into a nasty business as a result. The issue remains emotionally wrenching even though the events o% the war arre ': over forty years old. 1During the campaign WaldKeim was pTihlicly slapped by an outraged fellow citizen. Waldheim carried off tlie acute embarrassirtent as best he could under the ciremmstances but it must have shaken him to have to endure such public humiliation.
Waldheim is not the only one feeling the embarrassment^. There is an all too obvious serine in which the honour of the entire country is at stake- How|would it look to have the presidency of this progressive country headed by someone with a Nazi-tainted past? That question has been put by many Austrian voters iin the past weeks. But it was piit most pointedly by the Chancellor of Austria just days before the balloting was to occur. In the same breath, the Chancellpr railed on Waldheim to resjlgn in order that the dignity anj3 prestige of the country npt

wac crimes; he did not himself kill civilian resistance f fighters, nor did he Itake a;hand in the deportation of Jews to extermination _camps - In. shbrtff there is nothing with which? ! Waldheim could be formally ; charged. Still, there are ;), important gaps in his account of what he did during the waif and it is painfully obvious that he has attempted to cover his tracts;. As a former diplomat who served with distinction as two-time head of the United Nations Waldheim knows better than most ; politicians the importance of the appearance of unimpeachable^ ; conduct- Clearly, he has lost: that aura- 」
It is disconcerting to say the least that having failed to, gain a clear majority in election ; Waldheim*s aides are urging!a short run-off campaign to | { abbreviate short what they j themselves have called a hardr an.d ugly campaign.. Indeed! Itj is difficult to see how the 卜 democratic process in Austria; will be served by a snap campaign — in,which presumably fewer J ; questions can be asked of tJfie, candidate with, the most to answer for.. r . ,;
The Waldheim affair raises uncomfortable questions - Whcri can we forget the norrors of t-he Second World War and the \ atjeocities of 'the Nazis? The question was raised, a year or so ago when the Bitburg episod^ monopolized world headlinesL At the time President Reagan } suggested it was necessary to let the wounds of war heal, to not reopen them in. pointless rancour over things best left alonei
Yet,.with many of the victims of these crimes still alive ; it. seems unconscionable to want, to let these events die a slow; death,j to have them s^allovicd

rather tJian remembered by history. How often do we repept; the adage that those who forgep history are dopmed to repeat it?-How selective can we becomie ) without distorting the record?
The issue is not prie that '. Westerners alone str,iigg^5 with-Several years ago the People1s -Republic engaged in h sharp : exchange with the Japanese government over the treatment 、 of the Second World War in Japanese schoolbooks- At the time there vas considerable disquiet, overithe failure to properly deal with:Japanese conduct, in China durdng the struggle against. Japanese aggression. Chinese : scholars were particularil'y upset overthe superficial attention ., paid to the infamous 'Rape ol Nanking1 which occurred after Japanese imperial troops enteired the city- It was as ugly a business as anything the Na2is perpetrated in Europe.
The argument is sometimes made that the crimes of the past , should not be held against the offending nation indefinitely-From Germany, for instance, we frequently hear that! t^o keep reminding them of *the Naxis is to encourage their resurgence-That is a frightening prospect. But it is hard to qredit the reasoning behind this argument:。 Does anyone in this) country believe that to openly discuss the internment of Japanese- Canadians will inculcate anti-3ap^nese sentiments? If thel Canadian government apologizes to th.e Japanese-Canadian community and offers full restitution for thk damages suffered, vill; these" actions promote th& likelihood of these events happening again?; Or is it not more likely the case that to openly confront mistakes is the surest path tJo ensuring 3 they will not be repeated?,
