Mr. Lipsky found little merit in the thesis that .arms aid should be withheld from Near Eastern' countries until an integrated de*-fense plan had been worked out for the region. Plans for a Middle East Command, under the North Atlantic Treaty Organization were proposed nine months ago, he stated, but "were rejected oy the Arab states out of hand."
iHe described Israel as "a peaceful island in a sea of violence" in its part of the world. "Throughout the entire region," he declared, "change has been enforced by assassination and riot. Heads of states have been abdicated of been murdered. Military dictatorships have been imposed J>y force. Foreign Minister Moshe Sharett said in Judy in Tel Aviv that Israel was seeking military.aid from the United States within the framework of the Mutual Security Act but Washington had not yet replied
Under the act 10 per cent of the mutual security grant to Greece, Turkey and Iran, approximately 150,000,000, was out at the disposal of President Truman for military aid for Middle East countries. Mr. Sharett smid Israel needed and was eligible for an allocation from that sum.

The Z.O~A. plans to establish new schools and assist existing schools in Israel for the training of skilled labor. The philosophy of the Z. 0. A. is that Israel's economy should be patterned after the capitalist, free enterprise system of the United States and that private investment offers the only method for permanent advancement of the country.
