trative Council in administrating the Community Chest, the Community Centre, the Family Welfare Bureau and the Jewish Western Bulletin is important to the welfare of the Community. The Family Welfare Bureau is an extremely necessary and salient factor in Communal Welfare. The Jewish Western Bulletin, too, serves the Community to an important degree. Of interest is the fact that the Bulletin is one of the only two periodicals on the North American Continent controlled by the Jewish Community itself.
I However, the efforts of the Administrative Council do not cease with the above. Also under its jurisdiction is the Endorsation Bureau, to which all money-raising undertakings such as campaigns, bazaars, raffles, etc., for local, national and international causes, must come for e'ndorsation. Before passing on any such endeavor, which would mean an appeal to the general public for funds, the Endorsation Bureau considers the worthiness of the cause for which funds are to be gathered, the amount to be raised, and finally requests that an audited statement of receipts and expenditures must be made available on request so that the community is assured that all moneys given in good faith will be used for the purpose intended and with the lowest possible outlay for administration.
This, of course, applies only to money-raising efforts where an appeal is being made to the community as a whole, and does not affect efforts within an organization itself.
The Endorsation Bureau also endeavors to have all necessary fund-raising Campaigns so arranged that the minimum of financial strain will be placed on the donor with campaigns, insofar as possible, not overlapping. Since the establishment of the Endorsation Bureau organizations find that their various social and money raising affairs dp not conflict, thereby receiving more widespread support and being assured more certain success in their efforts.
' By keeping in constant touch with National and International Organizations working in the interest of World Jewry, the Vancouver Jewish Administrative Council keeps posted on all vital matters of the day. Thus when a situation arises in which the assistance of the local community is necessary ,it is immediately taken up and capable working committees established under the aegis of the Council.
; Several examples of this can be cited.
) When the call for more and more funds to aid unfortunate Jewry in Europe was made to the Vancouver Community, the Administrative Council immediately took matters under its jurisdiction and sponsored a strong organization known as the Vancouver Jewish External Welfare Fund which functions in a highly creditable manner, and in its campaign raises moneys for distribution to the United Jewish Refugee and War Relief Agencies, the Joint Distribution Committee, the Ort, etc. Although working independently the External Welfare Fund is directly responsible to the Administrative Council, and through it to Vancouver Jewry, and its financial statements are available at all times in the Community Centre Office.
Another important organization fostered by the Council is the Vancouver Jewish Refugee Committee. It too was formed as an independent organization, through the Council. Due to the fact that Vancouver is the only port on the Canadian Pacific Coast at which refugees land pn their arrival in Canada from the Far East, the refugee problem became acute and a responsible Committee was urgently needed. A great deal of very excellent work is now done for
refugees passing through. Vancouver or remaining in this City.
The Vancouver Jewish Refugee Committee is a particularly efficient group, strongly organized and handling a tremendous amount of work. Without the backing of the Administrative Council, and again one must mention through it the Community as a whole, it could not have attained its present prominence for its many achievements in aiding newcomers to Canada and the United States.
A more recent body.also formed through the Council is the B.C.: Jewish War Efforts Committee, working in conjunction with the Canadian Jewish Congress in the supplying of furnishings for the recreation huts of His Majesty's Forces, Army, Navy and Air Force. With no Committee of the Canadian Jewish Congress functioning in Vancouver, a natural approach was made to the Administrative Council! Once again this body took matters in hand and a working Committee of earnest members was formed so that Vancouver Jewry could do its part in Canadian Jewry's War Effort.
The years have proven the value of the Vancouver Jewish Administrative Council. Through the foresight of those interested members of this Community nine years ago, many of whom are still on the Board and continue active in their Community's welfare, Vancouver Jewry can truly say that it has come a great distance towards achieving that unity of purpose eagerly sought by Jewry the world over.

campaign of terrorizing the American people will not be of the petty character we saw during the last world war. Nazi cells in this country are being prepared for accurately timed blows calculated to strike fear and panic into the minds of the people. The attacks will fall in the most unexpected places, and at most unexpected times.
One day a crov/ded subway train in New York may, apparently quite by accident, jump the tracks and plow into an oncoming express on the other side. The next day a grain-elevator in Minnesota may blow up, or perhaps one of the largest industrial plants may be shaken by explosions. It is not at all inconceivable that sudden epidemics may make their appearance in densely populated areas.
Gruesome as such a pictur6-may be, it is within the realm of possibility. I ^ould not mention it here, loath as I am to cbiitribute in any way to the fanning of hysteria, were it not that I have time and again seen the prognostications of my sources come true with dismal accuracy.
Events during the Nazi conquest of Europe have demonstrated beyond any doubt that the Gestapo is maintaining an up-to-date filing system listing every public figure who by word or. deed has at any time in his career opposed Nazism or w|:io has spoken disparagingly of Adolf Hitler. Persons so listed in the case of Holland, Norway, Belgium and France had not time to escape when the invading armies marched in,, but were immediately placed under "protective arrest." Many have never been heard of since.
Such blacklists the American division of the Gestapo has in readiness. As a matter of fact, these lists are continually being complemented by an unceasing stream of information which Nazi Fifth Column nests supply to the home office. More than that, the record and biography of every politician and war boss is minutely kept, and strict orders are issued to impede and obstruct the political advancement of any foe of
Rosh Hashanah, which this year begins on Monday, September 22nd, can never have its first day fall on Sunday, Wednesday or Friday.

Blowing the Shofar is now forbidden on Saturday, but in the days of the Temple, the Shofar was always sounded on Rosh Hashanah, even if the holiday occurred on the Sabbath.

Among the important events in Jewish history that occurred on Rosh Hashanah were: the first Rosh Hashanah observance in England (1655) after the expulsion of the Jews in 1290; the opening of London's f airibiis Spanish-Portuguese Synagogue in 1701; the readnnission of the Jews to Venice in 1508; the opening of Congregation Beth Elohim, Charleston, S.C., in 1750; the first Jewish religious services in Cincinnati in 1819; and the first Jewish religious services in Chicago in 1845.
If tradition is to be believed, Joseph got out of prison on Rosh Hashanah and the Hebrew slaves ceased to labor for Pharoah of Egypt on Rosh Hashanah, too.

The campaign of internal disruption, which is to precede and coincide with the military clash, in case actual war breaks out, probably will include attempts on the lives of leaders who in a moment of crisis could rally the American people's spirit of resistance. Literally thousands of fervent Hitler partisans have been deluded with promises that they heed not fear the arm of justice in this country because Nazidom's military power and its. tentacle-like influences here will not let them down.
"Our human material of brave and obedient Germans," Herr Bohle, supreme Gauleiter of the Auslands-Organization, has declared, "is ready to lead the way in the Germanification of the: North American continent regardless of personal sacrifices."
