ROLE OF UJA IN AIDSMG ISRAEL AND JEWS ABROAD REVIEWED ON EVE OF NEW YEAR
npHE United Jewish Appeal, in the Hebrew year now ending, 1 was enabled once again by American ^nd C&nadian Jewry tom^e a significant contribution to the reconstruction of Jewish life in overseas lands. Through its constituent agencies— the United Israel Appeal and the Joint Distribution Committee —^UJA made possible the extension of innumerable life-saving and life-restoring services that benefitted a total of 460,000 liien, women and children,' 23,000 of whpm Were brought to Israel from lands of tension, danger and oppression.
This ^accomplishment stabds^^ounting strife, as another bright chsipter in
the history of American and Canadian Jewry's relations with sister Jewries^ abroad. Every contributor caii well tak^ pride ^in this continuing, gigantic and memorable effort that, in the past ten years alone, has brought new status and new life to well over 1,000 men, women and children.
The funds made available to the UJA community campaigns throughout the United States and Canada found their way into more than 20 countries on four continents. Jews in various conditions of need, despair, oppression and danger were helped to make either full or partial recovery, and were given fresh hope for the future. Although the greatest sums were expended in Israel, large sums were allocated also to implement and sustain vital, and in somp cases emergency,^ programs outside of Israel. Increasing focus and attention were brought to bear on the condition and needs ,of Jews in North Africa, where tens of thousands made application for immigration to Israel in a concerted effort to escape deepening tensions and
Significantly, viftually all of the 23,000 Jews Ijrought to Israel from outside lands came from North Africa and were brought there with the help of the UJA. Today, with a new year sharply on the horizon, ^Israel has called upon the UJA to help double the number who came from North Africa in 5715—has called for funds that will enable 45,000 men, women and children to be brought out of these strifestorn lands.
CONDITIONS IN NORTH AFRICA
The UJA and Israel are highly cognizant that there has been no special pressure on North African Jewry by either the French authorities or the responsible Arab Nationalist leaders. Both sides in the grave dispute over. Moroccan and Tunisian sovereignty have explicitly assured the native Jewish communities of their friendship. But since the French authorities and the Arab Nationalists cannot always master high-running political tempers aroused by the deep conflict, the Jewish minority is often caught in fearsome outbursts that result in the loss of Jewish lives and property. over, the continuing conflict between the French and the Nation-' alists has tended to paralyze North Africa's fa> froni healthy economy and, as a result, Jewish artisans, shopkeepers and businessmen have begun to suffer more and more economic depression. For many, there has been no other Choice than to emigrate to Israel. The real danger lies in the fact that the present serious conflict may Worsen to the point of explosion and thereby create a rescue emergency of the ^irst "order. In the year now dawning, Canadian Jews must be alert^from day to day—^ready to act at a moment's notice through the UJA if it becomes necessiaryr to save men, women and children in sjaeer masses.
The aggravation of tension and conflict in North Africa, at the end of came actually at a
time when the rest of the world was slowly glimpsing the first signs of international 'easement —the slow but gradual relaxation of the eait-west tensions that have gripped the world since the end of World War II. For Jews, this seeming decline in tension was illuminated by a still tiny shaft of light—a light showing a small but consistent stream of Jews emigrating from Iron Curtain countries to Israel.
This astonishing development contrasted sharply in 5715 with the situation three years ago when

the countries of the Soviet orbit abruptly terminated all Jewish emigration to i the outside world, and to Israel in particular. At hat time, Jews in the Western world expressed well - founded ears for the future of Eastern European Jewry. Thousands of families who h^d planned to live ogether in Israel found themselves forcibly isolated and separated.
EASTERN EUROPE
Although " emigration from Eastern Europe is at this point still numerically insignificant — it-involved only some 250 persons in the past year—there is hope that this emigration will not only continue, but grow in size. If this happens, as seems indicated it will, American and Canadian Jews will again have a unique opportunity to come to the aid of groups from which many of their own parents and grandparents or-
