TEL AVIV (ZINS)~A new regulation of Mapai restricts completely the freedom of expression of Mapai members and turns the secretariat of the party, into a dictatorial authority. ^
One provision forbids members of the Mapai faction of the Knesset to ■ .express views, different from those which have been accepted in the meetings of the Knesset faction. The Knesset members are not allowed even to jdiscuss these problems with members of their own local party branch.
Another regulation prohibits Mapai party members from publishing in the non-party press articles expressing views considered by the Mapaj secretariat as deviating from the party's line. A special regulation dealing with revealing of secrets is considered an attempt to prevent leakage of news to the press. This is a major problem in Israel's internal policy since the last Government crisis, which was brought on by a liews leak concerning the visit of a high personality to West Germany.

bvy Becker reports on Jews of Poland
MONTREAL — L a v y M. Becker, a national vice-president ol: the Canadian Jewish Congress, has just returned from Poland, v/here he met with the official representatives of 'Polish Jewry to observe and report back on the situation there. He was especially concerned with the 12,000 Jewish repatriates from Russia who entered Poland in 1957', and with the work that the. Joint Distribution Committee is doinjg on their behalf. ;
Mr. Becker reports that the position of the 35,000 Polish Jews who now remain in what was once the largest Jewish community in the world;^ very insecure, both because of the difficult economic situation, and because of the latent anti-Semitism which surrounds them.
Although the Gomulka goveriftient is openly friendly to the Jewish population, and supports Jewish schools, a historical museum in Warsaw, and Jewish community organizations in every major cenjre, the Polish people today have shown signs of anti-Semitism which make the Jewish coift-munity- apprehensive, ^lr. Becker therefore emphasizes the need for all free countries, such^as Canada, to allow increased immigration of these Polish Jews into their borders.
The repatriates point out that there is a great freedom of expression in Poland and there is a general feeling of gratitude towards the new regime. But the poverty, says Mr. Becker, is astounding. "The chies look as though the war had ended yesterday". There is rubble in the streets, and many partially bombed oiit buildings remain standing.
