IT IS BOTH SURPRISING and disappointing when a leading and respected organization acts in an irresponsible manner towards the Jewish community. This, unfortunately, is precisely what has happened in the case of the campaign launched this past week by local leadership of Canadian Jewish Congress.
The cause for which the funds are being solicited is legitimate, but the imposition of ^ campaign on the community without prior endorsation from the Jewish Community Fund and Council is inexcusable in the light of the efforts being made, with the unanimous approval of all organizations, to establish som6 discipline and control in fund-raising in Vancouver.
One would expect that Canadian Jewish Conw^es,^, which is dedicated to the principle of unity and co-operation in Jewish life, and has made significant contributions towards this end, would set an example of adherence
to the policies and regulations by which this principle is implemented in respect to fund-raising projects.
WHETHER THERE WILL BE order or anarchy in this community will depend mainly on the extent to which the major organizations recognize that in fund-raising there is a central authority, and that they have an obligation to respect it at all times.
The Endorsation Committee of the Jewish Community Fund and Council has the responsibility of dealing with all applications for endorsation of projects involving the solicitation of, and the raising of funds in the Jewish Community of Vancouver. Its record to date reflects a mature and intelligent handling of these applications, with fairness towards the organizations and at the same time consistent with the need to protect the community's interests.
Why then should it be by-passed in this, or in any other instance?

WE JEWS ARE a truly remarkable people. No other na^ tion has ever tried to commit national, suicide as we have. Our genius for success may even prevail in this unique endeavor.
Where every foe has perser-vered and failed throughout our long and monumental history, we will triumph. The Jews of our generation will demonstrate to the world, that they can accomplish what the world has failed to accomplish—the disap-r pearance of the Jewish people.
The Arabs will rejoice; the Church will be able to believe that it is the "New Israel" at last, and the anti-Semites of the world will curse us in hell for beating them at their own game. What a glorious end for one of the world's oldest moral and intellectual heritages.
I am sure that this possible fate for our people will not disturb the vast majority of Jewish students at the University of Toronto.
Our generation is alienated from contemporary Jewish life. We are a generation without any roots or commitments. Our knowledge of Judaism, of ancient and diaspora Jewish history is, to say the least, superficial. The quality of our lives is mediocre due to the cultural void that exists in this community.
WE ASSmUOUSLY TRY not
to be identified with any particularism, but rather we aspire to a non-existent abstract uni-versalism. No other people have ever been so prepared to commit culturalcide in the name of a non - existent abstraction. We must realize that there can be no instant vague imiversalism. The nations of the world are fighting to keep their identities in our re-tribalizing global village. If we wish to advance any concept, it must be one of respect for diversity. This is the essence of the Jewish struggle for centuries.
The Jewish problem in .North America is complex. We have a feeling of security and affluence unprecedented in our history. We have reached heights never before dreamed. The Jews have had a great intellectual, cultural, social and economic impact on

this continent. Yet, we fail to see Jewish existence in its totality. We must become aware of the fact that our existence in the Diaspora is precarious even though it has been maintained for such a long time.
THREE MILLION OF OUR PEOPLE live under Soviet dictatorship. All the great contributions that Soviet Jewry has made towards Soviet society have not been appreciated. They are still subject to the traditional Ukrainian and Russian anti-Semitism. We must begin to realize that Soviet Russia today is the main force behind anti-Semitism in the world. We have seen what has happened to the small communities that have survived in Eastern Europe aiid in the Arab lands.
Due to th^ instability of political ^stems in South America, approximately two million Jews are in a potentially dangerous situation. The 125,000 Jews of South Africa may soon be caught in a blood bath that will be the result of a black-white confrontation. In France, 500,000 Jews have been shocked by De Gaulle's recent statements which have made thinly-veiled appeals to anti-Semitism. Britain's 500,000 Jews may soon be facing trouble due to recent economic and racial disturbances.

In North America, six lion Jews are subject whispering anti-Semitisni that may one day develop into an open militant anti-Semitism. The State of Israel must continue to fight the whole Arab world and potentially the whole Moslem world to maintain its existence.
WHERE THEN, may I ask, are the Jews in a safe and secure position? How is it, that we can afford the luxury of being the world's great humanists, when so
much and so many are against us?
Our attitude is basically due to our ignorance of our culture and history. It is tim6 that we take steps to solve the disease of anti-Semitism;; One of the outstanding features of pur history is bur fail-lnre^;to''c8iif^ont the fssUesi'and
them psychologically to effec us to the point of being pacifists and fearing our own self-affirmation.
There is no need today for Jews to hide behind universalist phraseology in order to defend their own cultural heritage. The ghetto-Jew is dead and gone. The Warsaw ghetto Jew livesL Power is the only thing the world respects.
Let us not be on the defensive any longer. Let us rid ourselves of the fear of upsetting pur gentile neighbors. Let us stand up as men, free and equal to all other men.
THR JEWISH REVOLUTION
has taken place and a Hebrew Renaissance is unfolding. We must be a part of it. If we wish to fulfil the Messianic dream of our prophets, then it can be done through our tradition which has always been universal in outlook.
Today we are a universal people scattered over the face of the earth. We are in the best position to bring about the true imiversalism that all men of goodwill desire.
Let our generation rediscover

Mr. Eban reiterated his government's adherence to the nine-point peace, proposal that he outlined in the 1968 General Assembly. He also voiced his government's support for use of Secretary-General U Thant's special peace envoy Dr. Gunnar V. Jarring in negotiations and in preparing an agenda and venue for them. The Foreign Minister saw no progress made toward peace during the past year and blamed the Arabs for it.
Appearing on national U.S. television last weekend, Mr. Eban indicated Israeli Prime Minister Golda Meir may seek United States financial assistance to meet increased military needs when she meets with President Richard M. Nixon.^
On the nationally televised CBS program "Face the Nation", Mr. Eban pointed out that Israel was the only free world country that carried its military burden alone. He was "certam that Mr.
Nixon would want to know about Israel's overall problems including the economic situation. Citing Soviet Foreign Minister Andrei A. Grc»nyko's rejection last week of Mr. Nixon's Mideast arms limitation proposal, Mr. Eban made clear that Mrs. Meir would seek additional weapons to balance the Russian weapons flow to the Arabs.
Mr. Eban voiced skepticism about the latest pronouncements by the Big Four on a Mideast settlement. He urged the powers not to "globalize^' the confUct but to call upon the;; parties^ inlni^M concerned to negotiate a direct settlement.
Mr. Elban declined to state Israel's present concept of permanent new boundaries in advance of negotiations. There would be no "conditions"' established in advance of such negotiations, he said, }3^t he indicated' that peace boundaries would not be the same as the previous armistice lines. He suggested that Israel would not return to a divided Jerusalem, surrender the Golan Heights of Syria or Sharni el-Sheikh, or accept boundaries that threatened coastal cities.
