go unless they have permission from their vessel owners and shoreworkers are working, since it's the peak of the season." A second public meeting in Prince Rupert had to be scheduled because the first one was so poorly attended.
Those have been able to appear have had to work to a tight deadline of Aug. 15, less than five weeks after the discussion paper was released by DFO. That date is also the deadline set for participants to complete the groundfish trawl survey circulated by DFO. "There's a incredible hurry to get it all through by the end of August," said Sinclair, adding that DFO "is once again setting up a process to bring in individual vessel quotas (rVQs)."
In its place, the union is calling on the federal government to
establish a new advisory committee, headed by an independent chair, that would review the groundfish fishery and recommend changes. Sinclair said the UFAWU will also be urging the provincial government to support the demand for a new review process.
DFO, which suggests in the groundfish discussion paper that IVQs are the alternative to the existing management system, has been quietly pushing quotas as the means of meeting several of its own objectives, including passing off management costs on to industry.
"But IVQs as proposed by DFO restrict the fishing rights of crew and create unemployment in shore plants and communities," said Sinclair. "We need to create more jobs in this industry, not create a few millionaires."
