Low income workers will be the main victims of longer penalty periods, elimination of benefits for workers aged 65 and other curtailments of unemployment insurance benefits, asserts CLC president Joe Morris.
"Since the average annual income of approximately 75 percent of unemployment insurance claimants is $6,000, the low income workers will now contribute a disproportionately large share of the so-called savings
intended by amendments to the act," he says.
"In doubling the disqualification period for claimants who voluntarily leave their jobs or are fired, supposedly for just cause, the government is imposing an unfair burden on people who cannot be expected to have cash reserves.

George Kelly Anderson dead at Bella Coola
BELLA COOLA — The salmon seine fleet has lost one of its veterans by the death of George Kelly Anderson of Tsawwassen who was stricken at the Bella Coola home of his son, George Sam Anderson, on July 27.
A UFAWU member well known in the central area, George Kelly Anderson was born at Bella Bella 57 years ago and had worked on fishing vessels since the age of 15, most of the time as a seiner.
He fished for Canfisco aboard
the C. F. Todd last year and this year he was working as engineer on the Charmine C, skippered by his son, George Sam Anderson.
He is survived by his mother, Jessie Hogan; two brothers, Edwin Newman in Bella Bella and Harold Hogan in Vancouver; two sisters, Doris Olney and Florence Differ, both in Vancouver; five sons, George, Fred, Charles, James and Harold; and two daughters, Margie and Wanda.
Bella Bella co-op gets no 'Command Performance'
William (Bill) Roberts returned home to Ladner the other day after an absence of four months to find his seiner Command Performance listed by The Fisherman as one of the vessels fishing for the Central Native Fishermen's Co-op.
But not only is the Command Performance not fishing for the co-op, it's not in shape to fish for anyone. Shortly before Roberts returned, it was damaged in a collision and the only place it will be going immediately is on the ways at Sterling Shipyards.
The list published in the July 25 issue of The Fisherman was that supplied to the UFAWU by the Central Native Fishermen's Coop itself.
"It's presumptuous, to say the least, to list Bill's boat when all he's had is an inquiry through his accountant about fishing for the co-op," his wife Lillian complained to The Fisherman this week. "Naturally, he wasn't going to commit himself until he knew more about it.
"We haven't received our copy of The Fisherman yet, and he knew nothing until he found some of the fishermen treating him a little coolly and then he learned it was because his boat was on the co-op list."
So there will be no Command Performance for the Central Native Fishermen's Co-op.

claimant. Months may elapse before an unjust decision is overturned by a board of referees or the umpire.
"The figures by which the government has attempted to explain this change take no account of successful appeals to reverse disqualification rulings.
"Lowering the rate of benefits for claimants with dependents, from 75 per cent of regular earnings to the regular rate of 66.6 percent, is another method of reducing unemployment insurance payments by unfairly withholding money from jobless workers," Morris charges.
"The rate of 75 percent of insurable earnings, now a maximum of $185 a week, has been payable to all claimants whose regular wages were less than a third of the maximum — in other words to workers whose weekly income was less than $62. All workers in extended benefits periods, those who had been out of work for many weeks, also were eligible.
"The excuse of higher family allowance benefits as the basis for eliminating this assistance to unemployed persons with dependents won't stand examination. Family allowance benefits, which by no means cover the entire cost of providing food and shelter for children, have been indexed to the cost of living.
"The real need for claimants with dependents, reflected in the rate of 75 percent of regular earnings, remains in a time of inflation coupled with high unemployment.
"Family allowance benefits should bear no set-off relationship to unemployment insurance, which is social insurance provided specifically for those who become unemployed through no fault of their own.
"In moving to eliminate benefits for workers aged 65, the government contends that improved federal and provincial programs of income support for this age group obviate the necessity of unemployment insurance protection.
"At present, a person who remains in the labor force, and makes regular contributions to the Unemployment Insurance Fund on the same basis as other workers, is eligible for benefits, if laid off.
"It appears that the government seeks to slowly but surely reduce the social security protection now afforded Canadian citizens by the social legislation it has taken the trade union move-ement and kindred groups so many years to establish.
