Tories Block NDP Motion For Study by Committee
Refusal of the Conservatives to give unanimous consent blocked discussion in the House of Commons this week of a New Democratic motion to refer International North Pacific Fisheries Commission recommendations to the standing committee on marine and fisheries.
The motion, introduced by Frank Howard (NDP, Skeena) on January 30 and seconded by Barry Mather (NDP, New Westminster), proposed that:
"The Standing Committee on Marine and Fisheries be authorised to examine and consider (1) the recommendations of the International North Pacific Fisheries Commission that the stock of halibut in the eastern Bering Sea and the stock of herring off the west coast of the Queen Charlotte Islands each be exempt from the abstention principles contained in the international convention for the high seas fisheries of the North Pacific Ocean (2) the international convention for the high seas fisheries
Barge Planned
A 76 foot research barge will be used as a floating laboratory this year to study young salmon entering the Pacific from BC rivers, the Fisheries Research Board announced this week.
The $98,000 steel barge, to be built by John Manly Limited of New Westminster, is to be launched in April.

of the North Pacific Ocean, and (3) the last annual report of the International North Pacific Fisheries Commission, and, in particular, to examine and consider the possible harmful effects which such recommendations may have upon Canada's fisheries and with authority to report its findings and recommendations from time to time."
Under parliamentary rules, the motion required unanimous consent of the House and it was disallowed when the Conservatives objected.
QUESTION "UNDER STUDY"
Earlier, on January 28, Tom Bar-nett (NDP, Comox-Alberni) had asked fisheries minister J. Angus MacLean if the Commission's recommendations would be referred to the committee.
MacLean refused to commit the government. He reported to the House that he had nothing to add to his previous statement that the recommendations were being studied by the government.
Howard asked MacLean if he did not consider the question to be "of such urgency it would move even this government out of its lethargy" and was called to order by the speaker.
Then Arthur Laing (Lib., Vancouver South) tried to get MacLean to commit himself by asking:
"In the light of the fact that we have a delegation of fishermen here today, and that representatives of the industry are also here, would he give most earnest consideration
to referring this matter to the committee on marine and fisheries while they are still here?" DECISION BLOCKED
MacLean remained non-committal. He noted that "the delegation from the Fisheries Council presented a brief to the representatives of the cabinet yesterday and as the honorable member knows, another delegation has been here yesterday and today and their representations are being heard.
"So far as the treaty is concerned there is nothing before the House with regard to it, and it would be for the decision of the House as to what is referred to the committee."
But when Howard introduced his motion to refer the question, Conservative refusal blocked any opportunity for the House to make the decision.

Harbor Plan Cost $40,000
A $40,000 program of improvements to the fishermen's harbor is planned by Port Alberni Harbor Commission, which will pay three quarters of the cost.
Commissioner Jack Luckhurst disclosed the plans recently in explaining to Port Alberni and District Chamber of Commerce the Commission's reasons for charging mooring fees to fishermen. Fears had been voiced that the charge might discourage fishermen from mooring their boats at Port Alberni.
Asserting that the trend along the coast was toward setting a charge for mooring facilities, Luckhurst said the Commission had established its fee at 25 cents a foot rather than 35 cents a foot, as suggested by federal authorities. Visiting fishermen were allowed 24 hours' free mooring.
Number of fishing vessels now moored at Port Alberni is 97. Of these 81 belong to resident fisher-1 men and 16 to non-resident fishermen. Facilities in the fishermen's i harbor include power hookup, fresh water, and services of a J night watchman.

The recommendation to allow Japanese vessels to fish herring off the west coast of the Queen Charlotte Islands is "a threat to the maintenance of the offshore troll fishery for salmon," declares the Pacific Trollers' Association in an open letter distributed to all MPs at Ottawa.
R. Stan Stanton, Pacific Trollers' Association secretary, was a member of the fishermen's delegation to Ottawa this week.
The letter declares PTA support j of "the demands of our fellow fish- j ermen for a 12 mile territorial fish- j ing limit with a 'headland to headland' base line, which would define Queen Charlotte Sound, Hecate I
Strait and Dixon Entrance as inside of such a line."
Noting that "trollers have fought vigorously for an equitable share of herring stocks to maintain their outside salmon fishery," the PTA letter says:
"We further contend that the suggested herring gillnet fishery is a dangerous threat to our millions of young spring and coho salmon who use our adjacent shore waters as nursery areas.
"We have prohibited our own nationals from using nets outside the surf line on the proven basis that they are unselective as to species and size and that immature fish so caught would be of sufficient size to assure a 75 percent recovery as adult salmon . . ."
The letter also voices opposition "to any increase in trawling operations on our continental shelf."
Much of the recent dissatisfaction with the International North Pacific Fisheries Commission's recommendations, the letter concludes, arises from lack of participation by fishermen, and it urges addition of an advisory board to the Commission.
Prices Increased
Ex-vessel fresh fish prices have been increased an average 9.5 percent by the Icelandic Fish Pricing Board. The increases went into effect January 1.
