New US Bill Would Restore Bargaining
A new bill to give US fishermen collective bargaining rights has been introduced in the US Senate by Senator Warren G. Magnuson of Washington.
The bill, S-3206, sponsored jointly by Magnuson and Senator E. L. Bartlett of Alaska, is similar to an earlier bill, S-1135, introduced by Magnuson last year.
The principal difference is that S-3206 provides for restoration of collective bargaining rights on a two year trial basis.
Introducing the bill, Magnuson said it was intended to give certain fishermen's organisations, regardless of technical legal status, a voice in the ex-vessel sale of fish and other aquatic products upon which the livelihood of their members depended.
As was the case with Magnu-son's earlier bill, S-3206 was referred to the Senate's commerce committee.
EARLIER HEARINGS
In May, 1963, when a subcommittee of the Senate's commerce
committee held hearings at several Pacific coast ports, International Longshoremen's and Warehousemen's fishermen's locals and other fishermen's unions made representations to it.
John Royal, secretary of ILWU fishermen's Local 33 at San Pedro, told the subcommittee that fishermen's unions formerly were a balancing force in the industry between canners and boat owners in fish price negotiations. But, he said, this balance was destroyed when such bargaining was ruled to be in violation of US anti-trust laws.
Since that time, fishermen had been denied a voice in determining their earnings because prices were arbitrarily fixed by canners.
"Restoration of collective bargaining rights will restore the proper balance in the declining fishing industry and give some added strength to the boat owners when they negotiate prices with the canners," he declared.

Old Timer Only Took Union Fish
The industry lost an old timer and staunch union man with the 'death of Matt Gerrard sr., 79, last December.
Matt was a member of the International Brotherhood of Electrical Workers until he decided to enter the fishing industry in 1924.
He bought the property at Stuart Island Landing from George Bruce and built a store, residence and floats. There he bought fish and sold gas and oil.
When the Pacific Coast Fishermen's Union was formed, he became a member, put a sign on the roof of the ice house, and refused to buy fish from anyone who did not have a Union plate on his boat. This was perhaps the first closed shop in any primary industry in British Columbia.
Later he sold out and moved to Heriot Bay, where he trolled for a few years before returning to his trade at Vancouver.
Upon retirement, he lived at Heriot Bay until his death.
Matt will long be remembered by his Union brothers.
