DAD, you promised me a long time ago that if I was a good boy and didn't let the air out of the tires of your Moon Flitter or throw plastic bags full of water onto the traffic down below, you'd tell me more stories about those funny old extinct fishermen of the twentieth century.
"Well, junior, I guess you have a legitimate reason to be interested; your great great great grandfather was a fisherman who won a Nobel prize for inventing a synthetic fish oil making it possible to process edible fish from low grade animal bi-products. He was also knighted for this and received the OBE.
"This had far reaching implications because it did many things."
"What for instance, dad?"
"Oh, it eliminated the fishermen, they all starved to death. That's why you see those fishermen dummies in the wax works with no backside in their pants. That was the fisherman's 'image' of that day. I was also a great relief to the fisheries department because with no more fishermen around they were spared the frustrating and distasteful job of having to enforce the law."
"What did the fishermen do that was bad, dad?"
"Oh not many fishermen were poachers, son, but you do have a certain criminal element in the fishing industry, just as there were parasites in all phases of our economy. But the criminal acts were not limited to fishermen; they were perpetrated or encouraged by operators too.".
"How do you mean, dad?" ★ ★ *
"WELL, SON, IT'S LIKE this — suppose a fishery policeman was patrolling a fishing boundary in a northern inlet like Blue Inlet with an estimated 100,000 fish inside a fishing boundary. An operator could send the policeman a phoney message to come immediately. As soon as his back was turned, company boats would swarm inside the boundaries and presto,

"Did this happen very often, dad?"
"Yes, son, but with variation, it happened year after year for at least 40 years."
"What about the fishermen, dad?"
"They had lots of twists too son: fishing out of season, fishing illegal gear like sunken nets, fishing in a closed area and taking the fish to a legal area, bribing certain people to close their eyes, using political influence to escape punishment for law infractions. Some of the bad element lived almost exclusively by these methods but they weren't true fishermen."
"But, dad, tell me about the department."
"Well, when the fishermen all died off, it came as a relief to the department. They were no longer forced to try to administer under impossible conditions and with the fishermen gone, they could go happily about their job of spending the public money and like the ancient Egyptians, they built monuments to themselves, like the pyramids. They were good god fearing men too so they built ocean going ark-like vessels in case of another flood or catastrophe they (the department boys) could all survive (at public expense of course).
"BUT WHAT WAS THE OUT-

"Well the Brain Trust got together."
"Who was the Brain Trust?"
"They were the research boys —anybody in the department with an average of over 60 percent in biology was classified as a genius.
"They decided to make a robot brain that would make all their decisions for them so they spent millions of dollars constructing a gigantic Univac and housed it in a piscatorial palace back east. They gathered information concerning fish from all corners of our great nation. This
information was fed into the robot on punched tapes to be stored in its vast memory banks."
"What kind of information, dad?"
"Right down to how many thousand sawbill ducks in Blue Creek ate how many thousand salmon eggs per day in any given year; or how many gypo loggers skidded their logs down creeks ripping up the spawning beds; or how many fish buyers with their scows anchored in river mouths, when surprised with a handy billy at night a half mile up the creek would remark: 'I am just after a fush tae eat'; or how many wealthy tourists anchored their expensive yachts in bays canning fish all summer; or how many stump ranchers with a hundred fathoms of cork line and a pitch fork dragged a hundred or so spawning salmon home on the rope, or how many respectable board of trade members had commercial fishing licences in order to buy cheap gas and also circumvent the five percent tax."

"BUT WHAT HAPPENED,
dad?"
"Well the big day finally arrived. Scientists from all over the world came to watch Univac perform. Highly trained personnel fed data into the machine, complicated mathematical problems were solved in minutes. Finally the minister of fisheries approached the machine and a hush fell over the assembled dignitaries.
"He wrote a few words on a card 'What is our future in world fisheries?' The card was inserted, a low hum ensued, a violet efflorescence radiated from the robot, a violent rumble shook the building, the machine groaned and shuddered and as it collapsed in a molten mass of bakelite and liquid metal, it spat out a small can.
"Goggle eyed, the scientists rushed forward and seized the can. On the lable were five words 'FANCY S O C K E Y E MADE IN JAPAN'."
