THE HATE BILL: A PAUSE
OTTAWA (CJN) —The external Affairs Standing Committee^ which has been hearing evidence and studying the whole niatter of hate literature and the use of the mails to disseminate such material, will shortly sum up its findings. With this parliament going into its last days, the members have heard all the testimony and received all the briefs that time permitted.
On Friday, March 12th, Mr. Marcel Cadieux, Under Secretai-y of State, gave the board an outline of the work of the Human Rights Commission of the U.N. He referred to the genocide convention, of which Canada is a signatory.

Rabbi Gruenwald Back From Miami
The members of Toronto's Orthodox Jewish community are pleased to know that the esteemed Rabbi Meir Gruenwald, known as the Teitcher Rav, has returned from Miami where he convalesced.
The Rabbi's friends are grateful to the Almighty for the recovery of this eminent spiritual leader. The Teitcher Rav has resumed his rabbinical duties. .
Bieeman Birth
■ The Seudat Shabbat, following the britb of the new-born at the home of Mr. and Mrs. A. Bieeman, Reddick Court, turned into one of the most unusual Torah Sessions. The Rosh Yeshiva of the Hidushay Rim Yeshiva in Tel Aviv, who flew in for the ceremony, delivered a hassidic discourse. He was introduced by the Rosh Yeshiva of Eitz Chaim, Rabbi M. Kaplan, the spiritual leader of Torah Emeth, Rabbi Mor-decai Ochs, concluded the ceremony.
the draft convention state that doctrines based on racial difter-entiation or superiority are scientifically false, morally condemnable, socially unjust and dangerous," He continued: "It is suggested that.all states should prevent discrimination based on religions or belief through enactment t)r rescinding legislation where necessary, and take all appropriate measures to combat these prejudices which lead' to religious intolerance." Mr. Cadieux made reference to the intention of the U.S. Government to present to congress a bill relating to religious hatred.
Mr. M. H. Wershop, Assistant Under Secretary ol Slate (Legal) said, in reply to a question by Mr. Arthur Gelber. M.F. that the Canadian government, having ratified the convention, has an international duty to punish any direct and public incitement to commit genocide. "The reasons nations of the world are developing the proposed convention is that racial hatred and religious intolerance are perhaps the seeds from which, in some countries as under Germany during the last war, genocide grows.
Mr. S.J. Enns (PC-Portage-Nee-pawa) stated that, particularly after listening to the most recent testimony, he believes that education needs to be supported by legislation.
Mr. James Walker agreed, adding "past witnesses invariably said that after a certain period of trying an educational pro-granime they needed legislative weapons to assist.".
Mr. John Matheson, chairman, said that if we go into a new session of parliament immediately, he hopes that the standing committee will be rcconstiluted to continue with its suppo-f:
Amongst those yet to be heard from is the Canadian Jewish Congress. They were to have presented a brief to the committee
but Mr. Sydney M. Harris told the CJN that it had proven im-: piossible for the following reasons:
"We did not e.xpect that parlia-rrient would come to an end so quickly. We had been anticipai-ing notice of about six weeks which would have been anjple time to take up the prepared submission with our national officers. But just as we completed our submission, the Postal Board Inquiry raised a fresh complex of questions, and we felt we have to make new recommendations. Until Monday noon. 15th March we were trying to contact oui; nalional officers across the country, but there were . too manv nuances ol meaning to be discussed so quickly. We found it impossible, therefore, to be able to represent properly the view of the C.J.C.
However, the Dept of Justice has filed all representations so there.is something on record."

This was staled by Kabbi It7-hak Nissim, Sephardi Chief Rabbi of Israel, when he addressed a public meeting last week organised by the Synagogue Council of the Zionist Federation and the Brit Ivrit Olamit (Britisli Section).

Having one center handle the problem ot this immigration will enable the Department to cope more efficiently with the person wishing to invest his finances and energy in an economic establishment. The Economic Department plans to ask the Jewish Agency for privileges for these middle class immigrants; It feels that these new settlers ought to receive a special subsidy for rent for the first three years in Israel, thus enabling them to select the proper location thereby saving unnecessary expense by the State.
Mr, Dtiltzin also proposes to issue an absorption law for immigrants. This will provide preferences for transfer of the immigrant's properties; it will encourage investments through various subsidies. Also there will be reductions of some taxes and the release of others. The law will provide for health insurance for the first year. All facilities will be granted on condition that the profits achieved through the subsidies be used for

On his way up, Finch falls in love with Rosemary (Suzanne Menke)—hesitatingly, of course, for nothing could stop his ascent. And this he does not come by easily, for there is a Frump (William Major), the boss's (Fred Bennet) nephew, whom he has to outsmart all the time.
