The cabinet is relatively small, composed of 22 ministers. Rather than enlarge it, prime Minister Jean Chretien opted to create a second tier of junior ministers, to be called secretaries of state.
the eight secretaries of state will not sit at the cabir net table but will assist rninisters in various areas.
Among them will be Montreal MP Sheila Finestone, who will work on the multiculturalism and status of women portfolios and report to Heritage Minister Michel Dupuy.
Finestone, first elected in 1984 in the heavily Jewish riding of Mount Royal, holds more or less the same responsibilities as did Gerry Weiner, the Jewish multiculturalism minister in the former Tory government.
B'nai Brith Canada says it's hot worried about the multiculturalism portfolio going from full cabinet status under the Tories to a second-tier status under the Liberals.
"The message has to go out that anti-racism programs be front and centre," said BBC's government relations point man Ian Kagedan.
"But our main concern is that the job get done. (The cabinet] is an impressive team and we're very enthusiastic and hopeful."
Other ministries BBC will keep an eye on will be foreign affairs, justice, national defence, immigration and citizenship and solicitor general.
Ditto for Canadian Jewish Congress, whose main "talking points" centre on the same ministries.
Issues of concern GJC expects to bring forward to the new government are Canadian pressure on Syria regarding Jewish emigration, the pursuit of Nazi war criminals, the presence of white supremacists in the military and the refugee determination process.
The Reform Party of Canada has little endorsement from CJC.
"The Reform Party has simplistic answers to complicated questions. Partners of that type attract a certain fringe," Congress president Irving Abella said last Friday in Halifax, where he attended CJC's annualha-tional small communities conunittee-conference. . "I'm delighted there are nuts in the party because if they are not discovered, the party may gain more rfepec-tability than it deserves," Abella said.'

He said; CJC has met with Reform leader Preston Manning.
''He's not really a concern to us. Mr; Manning even represented a riding in Calgary that has a fair number of Jewish people in it.
"But he says he can't find the radicals in his party. We know Mr. Manning realizes these people do harm to his party and he'd be delighted to have them out. He's told us, 'You find them and we'll throw them out.' "
But Abella is worried about Reform's potential to replace the Progressive Conservatives
' 'Given the fact the PCs can't raise funds as they did before and that Reform is on a roll, it just might accept people who are not racist, but still haye a racist fringe hiding in back. If they play their cards right, then we could be in trouble."
Restrictive immigration policies, as recommended by the Reform party, also concern Congress.
"The public doesn't get the real message of the importance of immigration in this country," he said. "Over the years, immigrants have provided wealth and jobs and a mosaic to Canada, but people are too concerned with only looking at queue jumpers and people gouging welfare.
"That's the message we all see and one the media transmits, and that's wrong."
Canada is a country of immigrants that hates immigrants, he said.
"A substantial part of the Reform party vote can be traced to that feeling. They have a simple answer: 'Throw the bums out.' "
Abella said it's important the Department of Immigration crack down on illegal immigrants becaiise abuse gi>f'es inunigration a bad name. .
"But if you're a refugee, by definition fleeing for your life, you will abuse the system to save your life."
He said Canada has to be a "bit more charitable letting in people who maybe should not be admitted. The government has to retain Canada's reputation of being a nation of immigrants, and must welcome new people,"
