Peru, Israel sign scientific accord

LIMA, PERU (JTAl —
A cultural, scientific and-artistic exchange program between Peru and Israel for 1977-78 was signed here this month by representatives of the two governments.
Israeli Ambassador Aba Gefen. director of the cultural and scientific affairs division of Israel's Foreign Mintstr\-. said it was the first time that representatives of the Peruvian and Israeli governments got together to elaborate a concrete program to implement the cultural accord both signed in 1962.
At the ceremony. Ambassador Carlos Jimenez, director of the cultural affairs department of Peru's Foreign Ministrv-, signed the agreement on behalf of his government.
The provisions of the accord include: teaching the language and culture of the other; exchanging textbooks and materials related to the historv.
geography and culture to ensure correct knowledge in each of these areas; participation of intellectuals, scientists and artists of each countiy in international events orgaoized by the other, and exchanging of teachers, researchers, technical experts, artists and journalists.
Immediate actions agreed upon are the exhibitions of the "Gold of Peru " collection at the Tel Aviv Museum later this year and the dedication of the "Peru Room" in the Hebrew University in Jerusalem.
Before coming to Lima, Gefen signed similar ex-' change programs with representatives of the Uruguayan and Argentinian governments in Montevideo and Buenos Aires.
The agreement with Ar- . gentina includes sending a folklore group from that country to Israel in 1978. as an expression of solidarity with the Jewish state during its 30th anniver-sars' celebration.
GAS GA UGING
BEERSHEBA [JCNS] -Drivers concerned about economizing on the fuel consumption of their cars will welcome a new gauge invented by Dr. Ben-Zion Sandler of Ben-Gurion University of the Negev.
The gauge comprises two instruments: one for measuring fuel flow and the other for distance travelled, by means of a photo-electrical method.

Drastic fiscal measures that include a sharp reduction of government subsidies for basic goods and ser\ices and a$140 million slash in Israel's defence budget were announced by Finance Minister Sim-cha Ehrlich.
The measures are aimed at combatting inflation that will result in an immediate 25% price hike for fuel, electric power, water, telecommunications, transportation and basic food items.
The announcement caught Israelis by surprise.. The fact that the govehiment took a major economic step that affects the daily lives of all citizens without consulting with or even informing Histadrut. brought cries of outrage from the trade union federation and the Labor Party.
HistadrutSecretary General Yeruham Meshel said the subsidy cuts would reduce many thousands of moderate wage earners to the ranks of the needy. Some economic commentators agreed with him that the lowest income brackets would be hit hardest while the affluent would hardly feel the pinch. Others said, however, that Israel's inflated economy needed evfen harshefr measures.
Ehrlich said that Histadrut was not consulted because to have done so would have been time consuming and would have compromised the secrecy of the plans. He contended that secrecy was vital to prevent hoarding. It did not prevent traffic chaos in the larger cities and to^-ns as motorists lined up and some-" times fought each other to fill their ranks before the 25% increase in gasoline prices took effect at midnight. The price of gasoline went up from $1.71 to $2.10 a gallon.
Ehrlich atmounced at the same time another 2% devaluation of the pound.

Two-thirds of the budget cut will be realized from the reduction of subsidies. The balance will come from reduced defence expenditures and some $9 million from reducing spending by government offices whose budgets will be cut 3% across the board, Ehrlich said.
The Treasurj- expects the new measures to cause a 4.6% rise in the consumer price index now and a 6% rise in the near future. This will result in an inflation rate of over 16% since January. The Central Bureau of Statistics announced last week that inflarion had increased by 10.2% during the
first six months of the year, the most rapid increase occurring in the second quarter — April-June.
Ehrlich said that the price increases were inevitable. He claimed that the rise in the costs, of basic items justified price hikes of 40%. But they were held to 25% for the time being in order to prevent too sharp an impact on living standards and the general price level, the finance minister said.
The Ministry of Commerce and Industry announced later that the price controller has authorized a 20% increase in the price of milk and 25% for bread. Manufacturers whose prodiicts are subject to control will not be permitted to raise prices automatically but will have to apply for a permit.

Modifications can be made which will, for example, enable the driver to read off the precise amount of gas consumed on a journey.

The fastest growing areas of Jewish poverty are not in Third World countries, but in the United States, where 10% of the Jewish community of sut million is below the poverty line. This emerged from a conference of the central board of the Worid ORT Union.
David Young, chairman of the British ORT, said that, as a result, the organization was broadening the geographical scope of its vocational training programs. He was speaking at a banquet in the City of London's Guildhall.
Young also said ORT was being asked to set up technical courses in established Jewish day schools in Britain and other Western countries. In Britain, too. ORT was engaged in a pilot study for unemployed Black youngsters in the London dockside district of Lambeth. It is financed by Queen Elizabeth's Silver Jubilee Fund.

Apparently fearful of the kind of riots that took place at the Ku Klux rally in Ohio, on July 4. university officials decided "to postpone indefinitely" any Nazi meeting on the university campus.
The incident started when a local Nazi. John Voorhees, a student at the university and son of Donald S. Voorhees, United States District Court judge in Seattle, placed an announcement in the campus newspaper. The Daily, which stated: "SS and Nazi Party organizational meeting will be held July 7 at 8 p.m. to discuss the subject 'Can the declining West be saved?' Vietnam veterans are particularly encouraged to attend."
John Voorhees, who owns a record store near
the university, said in an interview that he wants to start a para-military- organization comprised mainly of Vietnam veterans who will act as shock troops to maintain the supremacy of the white race
in America.
The enemies of the white races, Voorhees said, are Blacks, Asians and "especially Jews", who control the media and have too much money and power in the country.
