Accumulated incidents strike a nerve

: - Last week's Israeli air rjiid on PLO headquarters near Tunis. though reportedly in retaliation for the Ypm Kippur killing of three Israeli civilians in Cyprus by the PLO, was really anactof retfibutioh by Israel for a year-long series of terrorist incidents by the Palestiriians. .
Despite the fact that Yasser Arafat's faction of the PLO has signed an agreement with Jordan which calls for a peaceful resolution of the Arab-Israeli dispute, the PLO has not given up its military option.
It never has.
On- April 7, the Voice of . Palestine bniadcast a report in which the following, statement was., made: '"Armed struggle is the primary form of the Palestinian struggle and is the firm strategy for realizing the 'national objective of our people."
Arafat., in his heart of . hearts.' knows that the Palestinians cannot attain their goal of self-determination solely through military means.
In 1982. Israel destroyed his military ba.ses in . Lebanon, And in. 1983 rebel Palestinian forces,, assisted by Syria,, drove Arafat and his men out of Tripoli.
Thirteen years earlier, in a bloody civil w:ar, the Arab Legion closed down Arafat's operation in. Jordan.
: However. Arafat has not abandoned what Israel
describes as terrorism and what Palestinians refer to as armed struggle.
The PLO general command, which is under the authority of Arafat, has claimed responsibility for 81 incidents, both within Israel and in the occupied territories, in a 5-month period from Feb. 11 to July 11. Israel has acknowliedged 28 of them.
Since mid-July. Israel has been hit by additional terrorism.
Israel proper was the ob-. jeet of some Of the most serious incidents between February and July. •
In April, iheisraeli navy broke^ up a scaborrie. at-teriipt; by the PLO to infiltrate men and explosives equipment'into Israel. In May, the. Israelis sank -a rubber dinghy near the Lebanese portof Tyre, killing five Palcstiniaii.s jic^ding for Israel. A month- later, eight were killed and 20 were captured when their . boat wa.s destroyed by Israel about 100. miles from its. coastline.
In land-related incident.s, remote-controlled .'cx-. plosive charges went off in several Israeli towns and cities, and an army patrol was machine-gunned in Jerusalem.
\\ \s unclear why Israel did not confirm PLO-alleged incidents such as an/ explosion in an Ashkelon hotel, the shelling of Metulla, the derailing of a train between Tel Aviv and Haifa and the grenade attack against a. Tel Aviv restaurant:

Two mOnth.s. ago, Israel's navy intercepted in international waters; two boats full of armed Palestinians on their way tolsrael via Sidon, Lebanon.
On Aug. 24, e.ight Palestinians aboard the . vessel Casselredit were ap-i, : prchendcd before they, could reach Israel. Seven days later, an undisclosed number of Palestiriians were captured ofTthe Gan-da, a yacht owned by an Australian and American who are now in Israeli custody.
The Palestinians on the Ganda were .said to belong to Force 17,. the elite PLO :forcc which, allegedly murdered the three Israeli.s in Larnaca.
In recent years there have been about a dozen attempts by the PLO to land in Israel by sea. The last succes.sful one, in 1979, took place in Nahariya. In March of 1978, Palestinians landed near Haifa and hijacked a civilian Egged bus. More than 30 Israeli civilians were slain in a subsequent shootout.
As a result- Israel invaded southern Lebanon, ending it.s occupation in June.

As October dawned, two blasts shook Haifa, hurting five people.
The accumulated acts of . terrorism and guerrilla warfare.against Israel since la.st winter ha-s obviously struck a nerve. Otherwise ^ Israel would not have gone to such lengthsas to attack the PLO in. a; country as distant as Tunisia.
In the view of analysts, there will be no letup in the attacks by iPalesti-nians as long as a negotiated Middle Eastern settlement is so remote, as it is noVv.
It may be harder for the PLO to strike at Israel in the wake of the civil war in Jordan and Israel's invasion of Lebanon. But op(erational obstacles will probably not deter the PLO in the future.
A new round of violence .seems to have begun in.the Middle East.
