VOし47 - NO. 76 TUESDAY, OCTOBER11,1抑3 TORONTO,ONT.'
in Nov. to review leadership and org.
TORONTO. — The national redress campaign has been temporarily halted, untilinternal difficulties are resolved within the umbrella national organization, the National Association of Japanese Canadians.
Because of those problems, a National conference has been called for November, probably in Winnipeg, where ^ review of leadership and 0rganはati0n will take place.
The decision to delay the campaign and suspend the activities of the National Redress ComnrUttee came at the conclusion of a two-and-a-haけhour telephone conference conducted nationally by NAJC President Gordon Kadota on Sept.19.
Kadota called the phone ["{^e, activities which are nor. conference wlth10del印ates ,巾aiiy the responsib川ty of
from across Canada, plus the SO DAN group from Toronto and the JCCP什om Vancouver, to discuss a crisis that had developed in the organ-はat ion, since the national redress meeting in Toronto on Labor Day weekend.
Precipitating the crisis were constitutionally illegal decisions made at the meeting, which included the forma, tion of a National Redress Council to oversee the com-mはtee, and the granting of voting rights to SO DAN and JCCP, two groups wWch up to the time of the meeting had no mandate or standing to speak for the Japanese CanacHan community.
Three members of the NRC resigned to protest against those decisions, but changed their minds after they were asked to withdraw their res. ignations.
During the long and often heated phone conference' delegates also voted to take away the voting rights of SO DAN and JCCP and to suspend the activけi的of the redress council.
Delegates were asked to participate in the phone conference pitmarily to discuss a proposed review of the NA. JC and the redress commit.
NAJC representatives.
But spokesmen for the SO DAN and the JCCP again attempted to use the phone forum to lobby against the NRC, and keep voting rights,

VANCOUVER - So me mem. bers of the Japanese Canadian communけy advocate gro叩settlement in the form
ably would be administered by a few appointed officials. Others wish settlement to be made directly to the Indivi. dual. It appears to us thatけwe have a choice between a trust fund.type of settlement or individual redress, the latter method would be more eqLiけ-able.
By individual redress, we me3n dけect' financial compensation to each and every Japanese Canadian (irrespective of age) who experienced the federal government's orders of internment and exclusion first-hi[?id7Th tWs regard, we view redress as not just applying to those who suffered property loss, but to everyone who experienced a violation of their civil liberties in the period between1942 and 1949, when the franchise W3S finally granted and Japanese Canadians were no longer excluded from the West Coast.
We favour individリal red* r6ss b6C3us8: __
1) けis the most immediate and direct form of redress— the money will go directly to the Individuals who suffered rather than being administer, ed from afar on their behaけ by an agency or foundation.
2) はis the least bureaucratic form of redress: the money w川not be tied up in debates or arguments about vv/7/c/7 communけy or society should be granted funds to build a senior cけはens's home, 6tc.
3) Individual redress is the least paternalistic approach: It avoids the sはuaMon of sonneone making mo rat judge^
