The story is told that when Dwight Morrow had hopes for the Presidency of the United States, he sought advice from President Calvin Coolidge as to the type of speeches he was to make in order to win favour with the American people. Coolidge is supposed to have told Mr. Morrow that speeches are not so important in an election campaign, but that what the American people like best is that "you go around and just shake hands with them." We are comforted by the fact that the distinguished Canadian statesman who graces this meeting of our Temple Emanu-El Sisterhood, is rather discriminatory in his hand-shaking. We refelce that yonder in the land of Indonesia he flatly refused to shake hands with a certain person who was identified with the foulness and deviltry of Nazism. We were thrilled when the news flashed across the continents that Dr. Keen-leyside refused to shake hands with Schacht.
In this critical hour of the world's history, we are in great need of men who are possessed of moral courage and who cherish morality above expediency. In the moral realm there can be no deals made. The hope of the world rests upon a leadership that espouses the right and the good, and refuses to deal in deceit. Without such leadership, our world will not survive.
In the calendar of the Synaogue, this is the festival of Lag B'Omer, the festival in honour of scholars' We are happy that a Canadian scholar is with us today in the person of Dr. Keen-leyside. Especially do we Jews this day remember the moral courage of a Rabbi Akiba, who refused to bow before the totalitarianism of Rome and fought back Roman oppression. It is a far cry from the days of Rabbi Akiba to our own day, but we rejoice that in the tradition of the Martyr Rabbi there are such as Dr. Keenleyside, who are willing to risk all in order

Indeed, if our world at long last is to be founded on justice, nations powerful, we must not think so much in self-interest, but because of the moral imperative seek to help the less fortunate peoples of the world
�This hour gives us the'opportunity to say to you, Dr. �een-leyside, that you have at aU times impressed us with your humanitarianism. As Mrs. Kuhring, President of the United Nations, just said to me, that the moment you. Sir, became Deputy Minister oi Immigration in the Canadian government, red tape was cut. How true! We are, indeed, grateful to you in ine helpfulness you have given to many of the persecuted fleeing from European lands and who because of you were able to find sanctuary in our beloved Dominion. Gratitude is an emotion which cannot easily be put into mere words. All we can say is just "thank you!"

Mr. Marcus Sperber, president of the United Zionist Revisionist Organization of Canada, and his colleagues have'invited me to chair the meeting and I am very pleased to do so. We are met to pay tribute to a most controversial figure in our contemporary Jewish world. I rejoice that such a large number of men and women have foregathered on this occasion. It males well for Jewish Montreal and indicates that the sense of heroism and hero worship still lives within us. despite the materialistic and mechanistic tendencies of our day. '�
I repeat that our guest of honour is a most controversial personality. He is Indeed in the splendid company of Amos, Jeremiah, Rabfe Akiba, Theodor Herzl and Isaac Mayer Wise, Such men have dared to break with conformity and have challenged the flatus quo. Were it not for their challenges, Jewish advance and progress would, indeed, have bee& impossible.
Alas, in an hour of sheer conformity to party allegiance and worship of ideologies, it is important to point oat that in the war of liberation which Israel fought, all parties shared in the creation of the Jewish state. As for myself, a Rabbi and teacher in Israel, I merely seek the truth wherever found. No party and no segment within Jewish Hie is poseeesed of the only truth and the whole truth. In Talmudte days, when there existed the schools of Shamed and HilleL the heavenly voice proclaimed that both teachings constitute the words of the Living God. �
We especially remember the Irgun, which was headed by our guest of honour. Under his fearlees leadership, the Irgun wrote one of the glorious chapters of heroism in Israel's struggle for liberation. Menachem Begin was on the firing line with his ooarageoas fellow organisers. Many of them died the death of martyrs.
Read the magnificent story of the Irgun as told by our guest of honour in his remarkable book. "The Rerolt." The military achievements of Beam's men at Jaffa, Acre, Jerusalem and in other parts of the Holy Land, belong to the heroic saga of Israel's victory. To be sure, the Haganah, the Mizrachi. General Zionists and all parties and groups in Israel collaborated in sacrifice and biavery. We are too near the dramatic story to ��asms the meaning of it all But we may be sore that the ratpre historian wiD no* hesitate to grant the proper accolade to Menacfeem Begin and the frgim for their contribution. It is a toy for me now to invite this guest of honour, dynamic orator and fearlees leader to aJdises vs.
Memorial To Martyred Jews Be Summons To Brotherhood

In 1944 the victorious Allied armies invading Germany liberated thousands of inmates of concentration camps who were for the most part Jews. They were found more dead than alive because of the starvation and other torturous maltreatment to which they had been subjected. Gas generators, cans of cyclon gas crystals, incinerator furnaces, and other instruments for mass murder were discovered by the Allied troops in theae unspeakable camps. Through such means the Nazis had methodically annihilated no less than 6,000,000 Jewish men, women and children. This unprecedented massacre is a blot on civilization which time can never efface.
It is planned to erect in New York 'a memorial to those 6,000,000 martyrs. The City of New York has given an imposing site on Riverside Drive for this monument. The first step was taken toward its realization when in October, 1947, the foundation stone was laid on the site between 83d St. and 84th St. The design that has been finally selected shows mankind struggling toward the Ten Commandments. This design, by the
architect Eric Mendelsohn and the sculptor Ivan Mestrovic, ha/, been approved by the City Art Commission and by other high city officials.
The memorial will do more than lastingly commemorate the 40,000 men, women and children who with epic heroism gave their lives in the flaming pyre at Warsaw, and the millions of other victims of the Nazi terror. It is planned to be a memorial to man's titanic struggle against human cruelty, racial hatred and merciless tyranny.
It will be a summons to human brotherhood and universal peace. These ideals still today are cynically flouted by ruthless totalitarian forces and perhaps more than ever before there is the need of keeping vivid the memory of the havoc wrought by the untrdmmeled bestiality of conscienceless forces of evil ft is to serve this end and to summon men to the love which alone can make ail mankind one that a group of American citizens has undertdsren to make a reality of this memorial to the 6,000,000 Jews who perished in the Nazi holocaust
The American Memorial to Six Million Jews of Europe, Inc., at 165 W. 46th St., will be happy to hear from all who would be identified with bringing into being this monument for stirring the human conscience toward a more living realization of man's brotherhood and essential oneness.

The second cartoon, captioned "They produce nothing, consume much and impoverish the country", was in two panels. The first showed a happy Costa Rican family of three standing ty a neat cottage, with well-fattened cattle and flourishing fields in the background. This was "Costa Rica before the Polish invasion." The second panel, "Costa Rjpa after the Polish invasion," showed the same family, destitute and in tatters, their home and fields destroyed, a vulture hovering over them and the bleached bones of their cattle, according to the New York Times.
Periodically over the last eight months, walls of houses and buildings have been splashed with painted signs such as "Do not buy from Jews," "Jews no, Polacos, no," and "Go, Jews". Occasionally, a death's head has been painted alongside.
Incendiary bombs have been placed in the gardens of two Jewish homes. Trnckloads of youths have beea driven past Jewish shops scattering violent anti-Jewish leaflets. A scurriloms weekly press campaign, has gone far beyond this. El Trapiche has ear-ried articles to match anything the Nazis ever put out on a purely racial basis. The effect on Jewish leaders, approached after the first article had appeared, was that "We cannot succumb to this kind of blackmail; there would be no end to it"
The daily press has neter supported this campaign editorially, out has run all paid articles offered by both sides. Nor has any paper ever denounced the campaign, except when it actually-broke into violence.
The Costa Ricans and their Government pride themselves on- the country's reputation as the most democratic of the Latin-American states. The President has no legal power to prevent anti-Semitic writing or speeches, but, as in all Latin-American lands, he is all-powerful. Similar anti-Jewish campaigns in 1934 and 1948 were nipped at start on word from the Presidential office. No word has come from President Ulate and, in fact, those running the campaign point to the President's previous speeches to support their propaganda against the Jews.
In a public speech October 9, 1946, as a candidate for the Presidency, Senor Ulate charged that Polish Jews had come to Costa Rica to extract wealth, the New York Times says. Addressing himself to the Jews, he said: "You have left them (Cocta Ricans) without houses to live in, you are

taking from them one of the few prosperous activities nowadays; you do not invest, you do not produce. You try to create monopolies in certain branches of commerce. Contribute to the strengthening of the national economy instead of sucking at it."
Last June 8, in another public speech, he warned: "Immigrants who produce nothing, invest nothing, who do not tie themselves to the country in any way, who only trade to get rich, are not desirable." Nothing that the President has said since has indicated any change in these views. Mario Echandi, his party's candidate for the 1963 Presidential election, shares them.
In an interview, Senor Echandi said that the campaign was not against those Jews of non-Polish origin, who had "identified themselves with the country by inter-marriage" and other ways. "It is against those who have refused to assimilate, those who have no contact with Costa Rica except through their commerce." he declared. "The Jews have been persecuted elsewhere, and they seem to have a persecution complex. But there has been no persecution of them here.
Unless the anti-Jewish campaign is halted soon, it seems likely to become an election issue, according to the New York Times. Senor Ectumdi's main opponent for the Prejdfeftcy i* Joss Ficneres, who
