Dunns the past decade it seems that the lax levy against the homeowner has been increasing steadily. It appears that m 1964 the rate may increase by 20 to 25 dollars cm the average home assessed at five thousand dollars. It: is reaching the point where apparently it_is becoming more difficult to own a home because of the spiralingtax rate. Let us analyze some of the reasons for th,is.
North York Council has done everything possible to hold the line on taxes. If one examines the breakdown of the tax bill, he will discover that we have ' not increased the mill rate lor : the North York portion, save and i except the one mill hospital levy ' approved by plebiscite In fact, we have denied ourselves some of the essential works. Council ' in its wisdom did not feel that j residents could bear the brunt of additional tax levies, i One would ask: why has the i tax rate gone up? The bulk of the tax dollar is spent for edu-; cation, which represents over 60" 0 of the tax dollar, and the balance is for Metro assessment. The Township Council has no ju-risdicton over either the school-board or Metro, and must by statute levy the mill rate in accordance with their requests.
Recently Council refused to pay additional levies for the T.T.C. and this has been going through the courts. We have lost the first. round, but intend to carry the battle to a higher tribunal. As for the school board, it is anticipated that its increased levj' this year .may be in the neighborhood of three to four mills. Metro's Increase be-
cause of subway construction, roads, schools probably wil! 'of one to two mills.
It does not seem fair lor the homeowner to be burdened with the cost ©{^education, as this should be the responsibility of the Province and the Federal Government — for, to have an educated public is a benefit to the whole country. As for subways, the fuTTcost should be borne by the Province and the Federal Government. Here again it does not seem right that the homeowner should pay for something that benefits the entire community, that only the man who owns real estate ought be required to foot the bill.

I feel sorry for the senior citizens with a hmited budget and the pensioners with fixed incomes who have no means of supplementing their earnings, as well as those in the lower income brackets who cannot cope with the spiraling tax rate imposed upon us. Obviously the only solution to this problem is a reexamination of the entire issue. Also an independent tax commission should be established to reassess our present archaic tax system on real estate, that more equitable assessment can be made and the tax burden fairly shared by all parties' who benefit. T am aware that the higher levels of government have wrestled. •yvith this problem; but. to date, they have not come up with any constructive recommendation that would alleviate I the unfair load on o,ur home owners.
I I call for action at the highest levels of government and hope that a solution will be found soon so as to make it easier for a man to own his own house.
Algeria Jews At Paris Conference
Pans, (JCNS — For the first time since the exodus of most Jews from Algeria, a delegation of the Algerian Jewish community came especially from Algiers to attend the Consistoire Central's annual meeting here on -Sunday.
"The five-member delegation was led by M. Charles Hababou, president of the Algiers Jewish! community, and included lea;d-1 ing representatives from Oran, Bone and Constantine.
In his report, the delegation spokesman had high praise for the few remaining rabbis in Algeria who continue to serve the now small community despite many difficulties.
The report also revealed that there were about 5,000 Jews left in Algeria, 23,000 of them in Algiers, 1.000 in Oran and a smaller group in. Bone. Surprisingly enough, the Jewish conmiunity at Colomb-Bechar, in the Sahara, still numbers 500.

Dr. Rabinovitch, who arrived in Toronto only a few months ago, was ordained by the Ner Israel Yeshiva of Baltimore. He is a member both of the Agudat Hara-banim and the Rabbinical Council of America, of which he is vice president. He is also known in the world of mathematics. He received his secular education at Sir George Williams University and Johns Hopkins University in Baltimore, from which he graduated.
Dr. Rabinovitch has been a lecturer of mathematics at the College of Chairleston and also has taught the subject at the University of Toronto.

Frankfort, (JCNS) — Evidence was given at. the Auschwitz, atrocity trial ..this week of a wartime German plan to tranippri millions of Euiropean" Jews to Madagascar: as hostages to extort millipris of dolliars . from American Jews.
It was a plan of the German Foreign Ministry, Professor Hel-niut Krausnick, 58, an historian at the Munich Institute of Modern History, told the court at Frankfort, where 21 former members of the Auschwitz concentration camp staff are on trial.
But it was never Implemented, because of the Nazis, who wanted to exterminate all Jews.
Dr. Krausriick said the Jewish iaeople had been persecuted at -many.^ periods of .history, but never .so., remorselessly or diabo' Ucally as .under the;Nazis. , Hitler's; hatred of the Jews had. had an einotlonarbasis, but he.had neither Invented antise-mitism noi: added anything fundamental, to it, he said.
