Prior to the outbreak of fhe war, he had served as first secretary and later councillor under Ambas.-vidor Nomura at Washington. Following the termination of hostilities, he was apopinted chief of the research bureau, and recently he played a major role in expediting conclusion of the r.N. forces Agreement in ��Japan. Till his recent appointment .itsi IguchiV successor, he enjoyed highest respect as councillor at the Foreign Office.
