華人在未來北美洲之前-很多人
曰都憧憬着自由以及民主的美好
生活》等到一旦移民成功》由飛機
上步下來站圧北美洲的土壤上的時
候,卻陡然間發覺移民成功並不是'
故事的結局。相反的,情形正好像
追上了,子的那頭狗一樣,牠立卽
便要面對着要去駕駛那車子的挑戰
。甫抵步的移民亦然,他們到達了
新的環境之後,第一輝嚴重的挑戰

Before the Chinese come to Worth America, many of them dream of a free and democratic life style. When they finally s succeed in obtaining their inufiigration status, step out, the flight and stand on the North American land, they suddenly realize that this is not the end of the story. MacDonald Commission!'s historical predecessor the famous Rowell-Si|rois Commission of tJie late thirties and early forties. Rowell-Sirois was created to inform the government of the day on hov it could deal with Canada's last economic depression^-the Great Depression of the so-called 9Ditty Thirties'. !
The Rovell-Sirois Commission prepared the ground tnr the implementation of the yMother1 s Allowance system and tne. Unemployment Insurant system in the early forties. Together they were viewed as the twin pillars of the riiodern welfar'e state- the great prosperity which followed the Second Worlci War was often credited to these forms of state iaterventioh in the economy for they fuelled spending and henbe economic growth. Ironicaily,、the MacDonald Co麵iss丄on'says unless these long standing programs ^are drastically altered, the road to economic recovery will be N difficult and long. The MacDonald Commission wants to see the pendulum of the welfare state move in th^ opposite direction. The question facing most of us is whose 'fat',is likely to be cut as the pendulum slices its way through Canadian society.
