ONTARlt) POLICY ON RACE RELATIONS
A series of important ( initiatives designed to ensure that members of racial minorities can contribute fully to and enjoy the benefits of life in Qnt.ario B was announced today by Premier • David Peterson. [
Following the Premier ';s, statement: Attorney GenerapL Ian Scott, who is also, chairn^an of the Cabinet Committee on kace Relations, announced details of the initiatives.
The Premier said that,; *We are completely and unalterably committed to a society in which each individual is free to ― achieve his or her maximum potential-1 -
•There is no place in Ontario for artificial barriers to individual development or!the enjoyment of all that this great province has to offer,1 the Premier said in declaring I for Ontario the Second United;Nations Decade for the Elimination of all Forms of Racial Discrimination.
Premier Peterson also I announced the publication!6f a government statement'of its policies on race relations indicating positive and active measures to promote the equal participation of racial minorities in all aspectstof Ontario life.
The policy statement will be widely distributed and displayed prominently in governmentioffices and^other public places across ― the"province. Private busiaess and industry will also be j encouraged to display the policy . statement. !
Building a harmonious [ multicultural community benefits not only, and not even primarily9 the racial minority communjit.ies but improves the lives of all Ontario residents, said Mr— Peterson. (
Initiatives announced by Attorney general Scott include:
- Minority youth employment and employment training programs and training initiatives with the private sector containing specific strategies, goals and timetables to address the special employment barriers faced by racial minority youth.
- A government directive that all programs which addressj the need of racial minorities ,ould be required to take into account the unique needs of racial:
minority women and should communicate that specifically. ― The formation of an active race relations program in public housing in Metropolitan Toronto designed to alleviate tensions and racial incidents. This: will include the hiring of a Dirjector of Race Relations Policies land Programs far the Metropolitan Toronto Housing Authority. !:
The Attorney General also referred to the May 7th j announcement by the Chairman, of Management Board to conduct^ a census of the current employment situation of all groups in tlie government, including racial minorities, to determine the extent and location of th6 heed for specific employment equity initiatives in the future.
•The initiatives I have , announced today testify to the governmentf s commitment to intensifying its efforts in!the struggle against racism," the Attorney General said.
The government will continiie to work-actively on additioaal initiatives, including important measures pertaining to educationp access to professions and tradesff and access to government services, Mr. Scott said.
He said announcements on;these matters, as well as further ! details on the announced programs vould be made in the near futiire-

The government also recognizes that racial minorities often encounter barriers to their【:full participation in society. The government is committed to equality of treatment and opportunity for all Ontario residents and recognizes that a harmonious; racial climate is essential to t|ie future prosperity and social veil-being of this province.;
Therefore the goverrunen^ ; declares that:
I. , Every person in Onitacio has the, right to a life free from racial discrimination and prejudice.
II, The government will take an, active role in the elimination of all racial discrimination, including those policies and : practices which, while not intentionally discriminatory/ have a discriminatory effect- 'To this end, the,government is committed to:
(a) Employment Equity policies and practices vithin the pul
public service and throughput Oht Ontario that ensure equality of treatment and opportunity through affirmative strategies.
(b) Government sprvices to the public that reflect•the particular needs ana perspecfe-. -ives of racial minorities.
(c) A positive and balanced portrayal of racial minorities in the government1s communications and advertisements.
(d) Appointments to agencies, boards and commissions that ensure these bodies fully reflect the : racial diversity of bntario.
(e) The elimination of * racial prejudice and' negative stereotyping and their effects! Ill. The government will also continue to attack ,e overt manifestations of racism diid to this end declares that: .
(a) Racism in arky form is not tolerated in Ontario.
(b) All doctrines and practices of racial superiority are scientifically .false, morally repreheasi-ble and socially destructive,
are contrary to the policies of this government, and are unacceptable in. Ontario. \ '
(c) The rights equal ° treatment without racial discrimination guaranteed in the Ontario Human Rights, Code will be rigorously enforced.
(d) Racially motivated offences will be Wet with the full force of the law to j ensure the protection o^f the dignity and -the safety of〖all persons in Ontario. . ' 、 TV. The Race Relations Bivision of the Ontario Buxna^i Rights ; Commission will develop policies and programmes to jpromote harnbn-ious race relations in this province.
