N.Y. Jewish Group Is For Limiting Fund Appeal To Publicly Owned Concerns
Differences of opinion over the proposed change in the Greater New York Fund's operating methods, to eliminate solicitation of funds from privately owned concerns and limit it to solicitation from publicly owned organizations developed among major agencies supported by the fund.
Statements upholding the Brunie Report, which recommended the change after a study by a committee of nine members of the fund board with Henry C. Brunie as chairman, were issued by the United Hospital Fund and the Federation of Jewish Philanthropies.
Frederick I. Daniels, chairman of a Pro Tern Committee in the Interest of Independent Agencies, speaking for independent health and welfare agencies that provide 65 per cent of the total services in the city apart from hospital care, contended that the Brunie Report "if adopted, would represent a tragic step backward for the fund and for the social and health agencies in New York City." He called for an impartial outside study, not only for the fund itself but of the over-all money-raising situation in New York, says the New York Times.
Milton Weill, president of the Federation of Jewish Philanthropies, said the proposed change would be a method "of strengthening and clarifying the role of the Greater New York Fund and enabling it to raise larger sums for all its participating agencies," Mr. Weill said he had supported the proposal as a member of the Brunie committee.
He said he "firmly believed that the proposed change would mean more funds for all the member agencies and would mean a stronger, more powerful, better organized Greater New York Fund." He pointed out that the plan, if approved, would not go into effect until 1953. "Meanwhile," he said, "all of us must continue to give full support to the fund's 1952 campaign, which will get under way in the spring."
Edwin C. Vogel, chairman of the board of the United Hospital Fund and a member of the Brunie committee, presented the position of the United Hospital Fund, which agreed with that of the Catholic Charities of the Archdiocese of New York and the Federation of Jewish Philanthropies.
"It is our considered opinion that the duplicate solicitation of private business by the Greater New York Fund and its member agencies is confusing, expensive and a great waste of the efforts of volunteer manpower," said Mr. Vogel. He said that the committee found that volunteer manpower would be more effective and that duplication of effort could be eliminated if the fund concentrated on the field of publicly owned corporations, reports the New York Times.

He said this group stood for "a growingly strong Greater New York Fund" which it believed could be achieved through a study in which not only the opinions of the agencies would be solicited but also "of the business world, which has a real stake in this.'1
If the fund abandons the area of privately-owned concerns, turning it over to the fund's 432 participating agencies, the business community, "instead of being relieved would find itself in the midst of a new kind of competition, even though a few of the private agencies except the federations, would be equipped to solicit this area broadly." Mr. Daniels said.
Others who oppose the Brunie Report are W. Noel Hudson, executive vice president of the Federation, of Protestant Welfare Agencies, speaking for its 161 affiliated groups and sixteen non-sectarian agencies; James G. Elaine, a founder and former president of the Greater New York Fund; the Catholic Charities of the 'Diocese of Brooklyn and Long Island, and Councilman Stanley Isaacs, president of United Neighborhood Houses.

ISRAEL CpNTROLS RABIES WITH U.S. VACCINE
Dr. Martin M. Kaplan, chief veterinary officer of the World Health Organization, reported to the U.N. that mass vaccination of dog's in Israel with a new vaccine developed in the United States had resulted in a consistent decline in the incidence of rabies since October, 1950, when an intensive campaign was opened there. Dr. Kaplan said that the total of cases of rabies in animals had dropped from an average of 100 annually, prior to the campaign, to ten over the last fifteen months.
Israel attacked the problem on a national basis. All dogs in Israel have been registered. Vaccinated animals have been tagged to identify them. Stray dogs are destroyed and all new-born ones are vaccinated at the age of six months. Human deaths from rabies dropped during the campaign from twenty between 1948 and 1950, to none in 1951, Dr. Kaplan said.
Overweight, unless it IB due to ill health, should be treated by a doctor who will prescribe diet and exercise to reduce the unwanted pounds.
