They organized congregations, built synagogues, provided burial grounds, established schools (or Jewish education, made provision for the Je\vish poor and needy, and proceeded to maintain, one after another, organizations for orphaned children, the aged, the sick, the mentally deficient; they organized agencies of helpfulness to immigrants along educational, social, and economic lines, as well as services for the cultural and social progress and improvement of the Jewish and geme'ral community. They organized lodges of national and international fraternal orders as well as local sections of national and international organizations; finally, all sorts of organizations for a variety of purposes � labor unions, lands-manschaftett, mutual benefit societies, young people's societies, and women's groups.
There came a period when it was found desirable to combine certain types of organizations because of their similarity of purpose, especially in philanthropic work, thus forming the United Hebrew Charities and societies of similar name and import. There followed training schools for Jewish teachers and rabbis and the like. Congregational, recreational, and various type* of institutional buildings came more and more into the picture.
As the communities grew in numbers and situations developed requiring expanded servkes, the

need for larger funds made evident the necessity for greater financial support, which resulted in a combination of effort on the part of philanthropic, social service, and educational agencies. Finally, there has Ibecn brought about coordination not only for the purpose of securing funds on a community-wide scale but for coordinated action helpful to the several enterprises in which the Jewish communities are interested.
Although in the early period of their caicers, Jewish communities felt it incumbent upon themselves to establish distinctively Jewish organizations, in fulfillment of the dictum that they should take care of their own, this principle in later years has been applied more definitely only ito certain types of philanthropic institutions, such as

those involving observance of the dietary laws. It has, furthermore, been recognized that, because of the great growth of a variety of needs for all classes of the population which could only be met in a limited degree by private organizations, the assistance of the government has been welcomed.
Tnis has been particularly true in the depression years. Accordingly, although the stipulation of the Dutch West India Company in 1655 to Governor Peter Stuyvesant with reference to the Jews of New York in giving them permission for residence and trade "provided the poor
