Never Underestimate The Power Of The Ladies' Committee
KiiiiiiiHMBiipKnKunrnnailttHtii]noBi3iJtiniinBuni<t}i^iiitii-i<
Establishment of Iran's first pre-8chool class for mentally retarded children of underprivileged families was announced in a state-ment issued by Mrs. Shamsi Hek-mat, president of the Jewish Ladies' Committee of Tehran, and Theodore Feder, director of the Joint Distribution Committee (JDC) Office for Iran.
The class, consisting of 11 children, is sponsored jointly by the Ladies' Committee and JDC, and is housed in a day-care center situated in the "mahalleh", the old Jewish quarter of Iran. Special play and teaching equipment was donated by the Central British Fund, a Jewish welfare organization of England. Funds for JDC's relief and rehabilitation programs are received through the campaigns of the United Jewish Appeal.
Although the class was started some four months ago, public announcement was withheld until there was evidence that it could continue, Mrs. Hekmat and Mr. Feder said.
"In this short space of time," they said, "remarkable results have been achieved." Children who would otherwise never have been able to achieve any kind of education are responding to the stimulus provided by the special care and teaching given them, in the class. They are already able to recognize letters and numbers and when they leave to enter school they will be equipped to learn how to read and write and do arithmetic together with their more fortunate, normally-intelligent classmates.
The Ladies' Committee was organized in 1947; in 1952 they expanded their program by establishing a small day-care center. They have now extended their activities into seven other cities in Iran, where Jewish Ladies' Committees have also been organized. Today there are two day-care centres in Tehran and one each in Shiraz, Isfahan, and Hamadan. Since 1954, the work of the Ladies' Committee has been aided and subsidized by JDC. In addition, JDC sponsors medical, sanitation, feeding and educational programs in 20 cities in Iran.
Noting that JDC sponsors welfare programs in 27 countries, Mr. Feder declared: "I can safely say that we have made greater strides in our work here than in many other countries. A large part of this is due to the understanding and the encouragement we have received from the Iranian government."
Creation of the pre-school class for retarded children was suggested by the Ladies' Committee and won immediate support from JDC. Realizing that the needs of retarded children could not be met in large classrooms, it was decided that they could be better served in small groups, where they could receive concentrated attention.
Two teachers, already trained as kindergartners, were given a special six-week course by the JDC day-care consultant for Iran, Miss Evelyn Peters, of Milwaukee, Wisconsin, a graduate of the University of Iowa, and a member of the staff of the first project

for mentally retarded pre-school children conducted by the University of Illinois. The training of the teachers for the newly-opened class is an on-going program and the entire n/oject is under the constant supervision of Miss Peters.
The Tehran School of Social Work is keenly interested in the project and has assigned a second-year student to work with the class, as well as the children's families, and to make regular reports on progress to the School.
