communities, which are constantly being reduced in numbers and find themselves unable to maintain the ordinary religious functionaries. The new document provides for liberal support for the maintenance to be accorded to these struggling communities, as well as for other cultural and religious work among the Jew*. The discussion, however, took a turn entirely away from the main subject and the question of Zionism was again brought to the fore. It appears that various efforts were made oy Jewish leaders in Germany to effect a reconciliation between the Zionists and the non-Zionists, along the lines of the famous Weizmann-Marshall agreement. It was even rumored that the proposition was made to the Zionists that if they agreed to stay away from local affairs and not infuse their philosophy in the purely communal movements, the non-Zionist elements would be willing to come to the aid of Palestine institutions financially. The recent formation of the Pro-Palestine Committee, consisting entirely^ of non-Jews, many of whom prominent in political and cultural life of Germany, . aroused the ire of the non-Zionists to a high pitch. The point insisted upon by the liberal was that the Federation of Communities should have a purely religious character and wished the word "religious" to be included in the official name of the organization. In this they finally succeeded. The question of the adrnissability of the East European Jews in the participation in the communal life was warmly defended by the socialist leader, Dr. Oscar Kohn, who represented the Poak Zk party. The Liberals insisted that the foreign Jew had to become orientated to German Jewish life before he could be admitted to full membership. The proposition that the East European Jew should be allowed to vote after having lived in any community for two consecutive years was finally adopted. It appears that the Liberals could rely on a majority support in practically all their proposi-tkxis and although at times it appeared as if there would be a mpture and the conference would be dissolved, the various elements finally agreed to compromise in some details and the con-atltutiuu was adopted and will be presented for ratification to the Ministry of the Interior.

accordance with their income. If a. Jew did not wish to pay these taxes, all he had to do was to declare himself sa leaving the community, although he did not join any other community. Thus one need not be a Christian in order to escape the taxes due to the Jewish community, while the Christian community could not collect any revenue from him either. The new constitution makes it imperative that the one who wishes to leave the community should give another reason than the one to escape the taxes and that for a few years he will still have to pay the taxes to the Jewish community.
Dr. Enrico Fano, a university professor and rabbi of the Jewish community of Milan, is being honoured throughout Italy on the occasion of his 80th birthday. Professor Fano has the distinction of having instructed Pope Pius XI in Hebrew.
