ZIONIST CONFIDENCE IN BRITAIN BREAKING, LIPSKY DECLARES
The order of the British Colonial Office suspending Jewish immigration into Palestine, is called a "dastardly violation" of the Mandate granted to Great Britain by the League of Nations in an official statement isued by Louis Lipsky, President of the Zionist Organization of America, in which he expresses the views of American Zionists with regard to the action of the British Government.
The confidence which Zionists have reposed in the British Government is on the verge of breaking, Mr. Lipsky declares, saying that the only way for Britain to regain the confidence of millions of Jews is to order, without delay, the opening of the doors of Palestine. Pointing out that the suspension of the 3,300 immigration certificates is a purely political move and has nothing to do with the economic situation in Palestine, Mr. Lipsky emphasizes the fact that High Commissioner Chancellor had already approved the issuance of these certificates as economically justifiable.
It was said at Zionist headquarters that unless Great Britain changes its course with respect to Palestine that drastic action will be taken by the Zionists of America, in consonance with Jews throughout the world. Mr. Lipsky's statement was as follows.
"In spite of what has happened during the past week, we do not hesitate to say that we still trust the professions of friendship on the part of the British Government Since last August, the Prime Minister and Mr. Henderson, as well as Lord Pass-field, have time and again, privately and publicly, declared themselves as determined to uphold the Mandate and the Balfour Declaration, and to act justly and fairly toward Jewish interests in Palestine. But they have a queer way of showing friendship. In terms of action, every practical step of the Government since August has led further and further away from-just-and fair dealings. Friendly words have been followed by injurious deeds.- Surprise has followed surprise. - ;
"It would be unpardonable self-deception to blink the facts any longer. The burden of doubt grows heavier and heavier from month to month. The earlier promises have been absorbed in the later promises, and only frustration has followed in the difficult task of maintaining a confidence in the Mandatory Government, which weakens to the point of breaking. It is impossible to conceal the anxieties that trouble every heart interested in the development of the Jewish National Home, in accordance with the terms of the Mandate. It is impossible to refrain from protest and indignation.
"The intervention of the Colonial Office in suspending the labor schedule for the next six months, after it had received, the approval of the High Commissioner, who presumably had made a most thorough economic investigation of the facts, is the most serious blow to confidence. It makes for a breakdown of faith. From August until May vacillation and doubt have led to what is practically the temporary suspension of Article 6 of the Palestine Mandate, Immigration is the heart of the purpose of the Mandate, To suspend_it for reasons other than economic ia to deal a blow to its validity. When the Arab delegation left London, the Government declared that it could not concede their demands, in which was included the demand that Jewish immigration he suspended. After the Arab delegation had left London, os-
tensibly defeated, shouting defiance to the Government, indicating by their tones that they had been dreadfully defeatc-d, the Colonial Office deliberately turns this defeat into what seems to be a triumph. To us, words of assurance; to the Arabs the satisfaction of their unreasonable demand.
'The Zionist Organization has been temperate, compromising and opportunistic. It has met Government as- " siirances with the utmost of confidence. It has given frequent expression to its appreciation of the difficulties that involve the British Government in Its Imperial tasks, which impinge also upon Palestine. The Zionist Organization has refrained from utilizing the violent methods_ and the hysterical utterances practised by the Arabs in their approach to Government. It was thought that a nation of Western civilization would appreciate calmness and sobriety and reliance upon the justice of a cause.
"It seems, however, that these methods are not effective in bringing about an appreciation of the justice of our cause at the hands of the Government of England. We have been mistaken in the character of our friends in the Government After the August disorders, some tangible expression of sympathy with the wrongs inflicted upon the Jewish people was expected of the Mandatory Government. In place of correction of a, mistake, the Government delayed action by the appointment of a Commission of Inquiry. The Commission of Inquiry issued a report, in which blatant nonsense was accepted as statement of fact, in which fundamental policy was disposed of with the easy assurance of mediocre minds. Every intelligent observer of Palestine affairs knows that there is no basis for the assertion that Palestine- cannot contain a very large increase of economically self-supporting new settlers.
"While engaged in an impartial survey of the field, having sent another expert to ascertain the facts that have been quite expertly established, It proceeds to prejudge the status quo by temporarily checking the new immigration, which is urgently needed. It wantonly interferes with the orderly processes of administration in Palestine, over-rules the High Commissioner in his estimate of the economic capacity of the land.
"The indignation of the Jews of the world cannot be controlled. This is. a dastardly violation of promises made, of covenants agreed to, of policies" repeatedly declared in international tribunals. If the Mandatory Power wishes t6 regain the confi-ence of the Jews of the world, it will, without delay, rescind the order of the High Commissioner, and authorize him to open the doors of Palestine to the immigration which he has approved,"
