The past year has witnessed events unparalleled in the history of mankind. During the last twelve months, the inhuman Nazi machine has laid low one people after another; barbarism has achieved monstrous proportions; murder has dignified itself with an ideology; and gangsterism has called itself "The New Order". In
the wake of this savage goose-stepping march, our brethern in practically every country of Europe have been reduced to slavery. The earth, as it were, has been removed from under their feet; even God's air is begrudged them. Darkness, helplessness, and despair are the elements in which they exist. Nor do they suffer

this fate alone; all the peoples of Europe groan beneath the Nazi burden; the whole world is stifled by the smoke of its bombs, symbol of its moral standards.
Amidst this darkness, one ray of hope emerges - - the valiant battle which is being put up by the people of the British Commonwealth of Nations, a commonwealth of which we in Canada form an integral-pert. Since September, 1959, our country has been at war. a war into which we have flung ourselves, as Canadians, with alt the fervour of our patriotism, and, as Jews, with all the instincts of self-preservation.
For immediately upon the outbreak of hostilities, the Canadian Jewish Congress forthwith realized that Canadian Jewry was now facing issues of gigantic proportions and of a vital nature. One problem, which itself was to be considered from various aspects, loomed above all others�^how best to organize the forces of Canadian Jewry to answer the clarion call issued by our country for~"all humanity. That, indeed, was the supreme matter upon which your president and all those associated with him concentrated all their energies.
One must here express a deep sense of gratitude that this mo-
ment found the Canadian Jewish Congress in existence, functioning as the recognised organ of Canadian Jewry. If it had not eftiatAd, it most jcertainly would have had to come into efctetence at thii point. Aa It was, the challenge which history flung upon Canadian Jewry In September, 198*, was accepted by Canadian Jewry's representative organisation � the Canadian Jewish Confrett, which, in these troublous times, has been a paramount factor for Canadian Jewish unity, that unity, indeed, which, on assuming the presidency, I saw both as its principle motivation and its chief purpose, t am grateful therefore, to my predecessors in this office, the late Lyon Cohen, and the late 0. W. Jacobs, both of whom established a tradition of communal consciousness, and a standard of public duty, which stands us all in such good stead in this hour of need.
