Zionists Hope To Spike British Plan
An effort by world Zionism to convert the British blockade of unauthorized Jewish immigrants to Palestine into a twelve-nation challenge of the validity of such restrictions was disclosed by its spokesmen in Washington.
The challenge, if the Zionists' plan succeeds, would come in the form of replies from the twelve nations to which Britain appealed for cooperation in preventing the departure of displaced Jews from their jurisdictions for Palestine.
The Jewish Agency for Palestine and all Zionist organizations contend that there is no valid basis for the "political" restrictions on Jewish immigration into Palestine such as Britain established in 1939 and intensified since the close of the war. Accordingly, the countries to which Britain appealed are now being asked by the Zionists to concede the existence of a legal question whether the current movement to Palestine is "illegal" and to so inform the British.
The countries to which the British appealed are Russia, France, Poland, Czechoslovakia, Rumania, Greece, Italy, Belgium, the Netherlands, Mexico, Panama and Costa Rica. Whether any of the displaced Jews seeking entry into Palestine actually originated in Costa Rica is not known, according to the New York Times, but persons claiming to represent that Government in southeastern Europe are issuing visas for Palestine, according to the British authorities.
The Zionists hope that these countries, in replying to the British appeal will cite the existence of a legal question on Britain's restrictions on Palestine immigration and suggest'that the matter be brought before jthe International Court <rfJvrte&wtt* ia
Underground To Beat Ban,
Says Chief
Tens of thousands of European Jews are prepared to challenge Britain's ban on unauthorized immigration to Palestine, and if returned to Europe they will try again, a leader of the immigration said in Paris. �
In a two-hour interview in a small Paris apartment, in which the 30-year-old underground leader himself remained hidden behind a partly-open door, the inside story of the mass movement of Jews from Europe to "Eretz Yisroel"� the Holy Land�came from one who is helping to direct it.
The underground leader, who said he answered to the fictitious name of "Yeoshua", claimed that his group had "no connection whatever" with the Jewish Agency for Palestine, or any other political organization. He said he was in Paris en route from Palestine, which he visited without authorization, to Poland.
The interview took place variously in three languages, with the aid 6f an intermediary, but chiefly in Hebrew.
Jews the world over, the leader said, are helping to finance the immense undertaking, and the money is being raised by private subscription from Jews, both rich and poor, who are interested in helping their less fortunate brethren. He would not disclose the amounts collected, nor the methods by which currency is transferred from one country to another, but he emphasized that the contributions were world-wide.
The immigration leader, who may be identified merely as a former German Jew who escaped en route to a Nazi extermination camp late in the war, claimed that Jews in Europe are oa the move "because they hafe -ootaiaf to kes and

Asks Escape Routes Kept Open
Abraham Abrahams, editor of the Jewish Standard, of London, England, and a member of the New Zionist Executive, declared in a formal statement:
"The British Government corn-ceded the demand of the Palestine Arab leaders, who, under the advice of the former Mufti of Jerusalem, demanded immediate stoppage of Jewish immigration and deportation of Jews who were already in Haifa Harbor, as a condition for attending a round-table conference which the Government is trying to convene.
"We call upon the United States to extend to our refugees their help and assistance and to advise their occupation forces in Europe to give them every comfort."
He urged the Governments of France, Belgium, the Netherlands, Switzerland, Czechoslovakia, Rumania and Greece "to open their boundaries in order to allow escaping European Jewry transit through their territories."
The Czechoslovak Foreign Ministry said in Prague that the Polish - Czechoslovak borders remain open for the escape of Jews, and that there are "no intentions of closing it."
It said the subject of fugitives will be regulated by a general agreement with Poland which may be concluded this month.
Polish-born Chief Rabbi Isaac Herzog, of Palestine, arrived in Prague recently to attend an emergency conference of Jewish leaders on the future of Jews fleeing Poland through Czechoslovakia.

Palestinian Jews Will Resist Tyranny, Says Silver
In a scathing denunciation of Britain's blockade to halt Jewish immigration to Palestine, Dr. Abba Hillel Silver, chairman of the Executive Committee of the American Zionist Emergency Council, asserted that Palestinian Jews would "resist this tyranny to the last man."
Stating eight points in the American Zionists' pledge in a five-page document intended to refute the British Government's official statement of policy, Dr. Silver declared that European Jews would undergo any sacrifice to reach their "homeland", while American Jews would "work and fight relentlessly until justice has been done to their brethren. . . . In this we are confident that we have the support of the American people as a whole," he added.
He assailed the British fleet mobilization in the Mediterranean and pointed out that the arrival of boatloads of refugees at Palestine was a direct consequence "of the policy of delay" pursued by the
British on President Truman's year-old request for the immediate admission of 100,000 refugees into Palestine. He termed the British Government's statement "exceptional in its hypocrisy" and said that its protestations 6f "friendship" for the Jews were "morally offensive". Again, he charged that Britain had prevented "all but a trickle" of Jews from fleeing German extermination camps and ghet-toes to emigrate to Palestine.
He castigated the British military ,for its alleged reluctance to permit Jews to "play a full part in the fight against the Nazi enemy."
He attacked the term "illegal" applied to Jewish immigration into Palestine as a misnomer, declared that Britain had not carried out the League of Nations Mandate and said that it was with "unconscious humor" that the British Govj ernment has described its policy as one of "patience, forbearance and humanity." They work with other leaders who arise spontaneously in small groups of a few dozen that start from Poland or elsewhere in eastern Europe and head toward Mediterranean ports. Casualties, he said, are high. Less than 40 per cent of those who start the journey ever see the stinking vessels that are waiting to take them to Palestine. The rest fall ill, or are too weak to walk, and drop by the wayside. Some die, he said, and others find their way to displaced persons' camps or to other shelter.
Yeoshua said his organization was not discouraged by Britain's determined counter measures.
"We are concerned with bringing Jews to Palestine," he explained. "We will see what measures the British adopt, and accordingly see what tactics we will adopt. As long as Jews want to go to Palestine, my group will help them."
He said groups of refugees go independently, organizing themselves and choosing their own routes, but usually receive advice and help from the directing leaders. Contrary to British claims, he ?aid, the immigration leaders do net engage in wholesale counterfeiting of passports.
Most of the routes, he continued, are such that the immigrants never have to show papers. They cross frontiers at remote spots, frequently at night, sometimes in areas where guards turn a blind eye, and sometimes where guards accept bribes.
Dr. Paul Reibenfeld, a member of the executive board of the World Zionist Organization, predicted that Britain would never be able to stop the flight of Europe's Jews to Palestine. He challenged the Brit-

Work Oat Non-Cooperatioii Plan
Details of the decision of Palestine Jews not to cooperate with the Palestine Government in local administrative matter* are being worked out A Jewish Agency for Palestine non-cooperation decision was taken solely by the General Council of Palestine Jews and not by the Jewish Agency. It will not affect Jews or Jewish bodies put-side of Palestine in their relations with the British or the Palestine administration.
Non-cooperation will mean severance of all official relations with the local government. About thirty Jewish members of more than twenty governmental advisory committees�the local substitute for the non-existent parliamentary system�will be withdrawn and cease their honorary functions.
Jewish municipalities and village councils will not submit their budgets for government approval or accept instructions for the conduct of their civic affairs, as in the past. Jews will continue to pay tares, however.
It was learned that a proposal put before the Jewish General Council calling upon the community to proclaim complete non-frat-emixation with the British in Palestine was overwhelmingly defeated.
