The task before me is not a very
Eleaaant one; "Be wiae enough to e silent," say* the Talmud. Silence is "golden" among all peoples. There are occasions, however, when silence censes to be golden-1' when persistence in it converts it into base metal, at its best, a manifestation of cowardice, at its worst, an unpardonable failure in duty to
fourth recipient only in the history of the University.
In 1985, at the reouest of the Government of the Dominion of Canada, Dr. Rabinowitch organised and directed a scientific expedi-tiott into Canada's Eastern Arctic for the study of the nutrition of the Eskimos. The expedition reached as far' north as Craig Harbour (76 12 North Latitude) anl Dr. Rabinowitch brought back data which have since been published in scientific journals.
In 1989, soon after the outbreak of the war, Dr. Rabinowitch was sent to Britain on behalf Of the Dominion Government and the National Research Council of Canada to determine how Canada could assist in the event of the enemy resorting to gas warfare* After an extensive investigation, including a visit to the British Army Headquarters in France, and other areas in Prance, he returned to Canada early in 1940. Soon after he returned to England and organised for the Canadian Army Overseas a chemical warfare defence unit of which he was appointed Commanding Officer and, at the same time, represented the Canadian Army Overseas at

in geaeraL Therefore, what has proBspted me to appear before you art tot desperate needs of the erucBy outraged Jews of Europe and the utter contusion of thought and values which U not only prolonging their sufferings, but has fired a train of events potentially disastrous to Jewry and to the peace of tat world as a whole.
To the non-Jewish world, the silence of all but Political Zionists about the situation in Palestine must be difficult to understand. On a number ox occasions, I have been asked whether all Jews are Zionists, and, if they are not, are they In the majority or a minority, ana, in any event, why do they not speak.

three reason*-confusion, intimidation and disgust The confusion is not difficult to understand. Intimidation, I refused to believe for some timepersecution of Jews by Jews seemed to be beyond reason. I, now, know it to be a fact
In Palestine, the intimidation is complete. Commencing with a physical assault upon a teacher In a Hebrew University, in Palestine, some time ago, there is now the Hagana movement which reminds one of Hitler's Youth movement Every boy of 16 years of age must join the Hajrana. If he declines, his life at school is made unbearable and professional training and openings are withheld from him. If parents object their children are encouraged to deceive them in secret obedience to the "call". Even children 10 years old are enrolled in political parties and this eighteen months after we all believed we had destroyed Hitlerism for all time. Recently, a Rabbi of considerable repute, in England, a Zionist himself, after a visit to Palestine, sent an article to the Jewish Outlook, in England, for publication under his own name. Shortly after, finding that he may have to return to Palestine, he urgently requested that his statement be not published, as it would endansrer his life.
Outside of Palestine, the intimidation is not so complete; but it is, by .no means, negligible. According to Political Zionists, one is either one of them or a traitor to
which even points with pride to its societies .for the prevention of cruelty to suimals. Whatvmakes Um pain and the shame still greater is the smallnees of the number of the persons who are in need of rescue equivalent to about one-third of the population of Montreal.
But the confusion is on both sides. Many Jews find it difficult to reconcile the characteristic integrity of the English in every other respect with the failure of the British Government to fulfill its promise in the Balfour Declaration. Blinded by the sufferings of their people and by the powerful propaganda of a Jewish Press coro-
Cletely controlled by Political Zion-tts, what .they do not seem to appreciate are the conflicting interests in the region in and about Palestine; the enormous strategical importance of that region to the very existence of the British Empire; the awakening of a national consciousness amongst groups in that area, in whom it had been dormant for centuries; the not too friendly and, in certain instances, definitely hostile, attitude of these groups towards the British Empire, and their vast numbers.
On the other hand, for the world at large, it seems very difficult to reconcile the pleas to open its doors to the small handful of ravished human beings with the recent failure of those whom these people regarded as official spokesmen for Jewry to accept the generous offer by the Australian Government What they do not seem to appreciate is that those whom they believed to be speaking for Jewry at a whole, in fact represented a small minority. It was not Jewry who committed this ungrateful act, but Australian Political Zionist leaders, guided by the Jewish Agency, a body practically completely dominated by Political Zionists and, thus, no more of that representive character which its reorganisation in 1929 was meant to give to it
One of the most urgent needs is complete reorganisation of this body, and it is within the province of His Majesty's Government to demand it The Jewish Agency exists only by virtue of Article 4 of ' " ' " '
fact that the Jaws are a religious, community only: that Zionism is a symbol only of Israel's future and of that of mankind's in general; that if ever there was a reawakening in all iU adherents of an endeavor to again become a political nation, it would be committing suicide that the Jew must never forget the oath taken at the time of ExUer that he will not only never attempt to re-enter Palestine by force, but that it will never even resemble force. I have just quoted, verbatim, from the Talmud (Ket 110b: 111a).
Political Zionism, on the other hand as may be seen from Hs early history to this day, is non-Religious in character. As Political Zionists have repeatedly affirmed, a person, born a Jew, may be an atheist and still be a loyal Zionist Moses Hess, author of the historic and economic basis of Political Zionism was an anarchist, who both in writing and on the platform propagated the theories of the Proudhon school of anarchy. Tbeodor Hersl was a renegade Jew, who rather suddenly became conscious of his Jewishness when, during his assignment by his newspaper to witness and report 'upon /the infamous Dreyfus trial, be discovered that, in spite of his so-called "enlightenment'', he was no more immune than the most observant Jew to the Anti-Semitism of bis day, and, in Tel Aviv, Palestine, the only almost completely Jewish city in the world, one may see violated, flagrantly and daily, by Political Zionist*, most fundamental Jewish Laws, in complete disregard, of the feelings of their Orthodox Jewish neighbors.
It is not an accident that Jbhe majority of the leaders of Political Zionism are Russians or descend-ents of Russians, for this movement, except for sporadic attempts in the early centuries, had its origin in Russia amongst the so-called "enlightened" .Jews and is a culmination of that which the Has-kaiah the so-called Russian-Jewish renaissancestarted. Leo Pinsker was a Russian, and Peres Smolenskin, who gave to Political Zionism its philosophy in a nutshell, was a Russian. There are observant Jews amongst the Political Zionists the Mizrachi but they are a small group.
The aim of Political Zionism is a Jewish State. Religious Zionism is, thus, motivated by piety, whereas, Political Zionism is propelled by a material nationalism, though of different degrees* Polity Zioniste may be divided

Jewish teaching tneTb of Zionism which waa scarcely dis-vuted twenty years ago and has been regeided as indisputable for the best part of MOO years.
The chief reason, however, that Jews in general -have said little or nothing about the Palestinian situation to this day is that, to the vast majority, the whole situation has become so repugnant that the mere thought of any expression is an abomination; but, unless the sufferines of their eo-ReliZionists are never to come to an end, the time has arrived when someone must speak.' When in typical Hit-lerian fashion, British officers, who are merely performing their duties as soldiers, are held in chains; when the same officers are later crowded into a box and, so crated, ohzmped upon a highway; when a hotel is bombed, and many are tailed; when this is followed, by more bombing; when the thanks for commutation of sentence to
arrested Bell ships in Haifa harbor. Knowing perfectly well that] these pitiable people could not land/ in Palestine, they were nevertheJ' packed into indescribable, flit floating boxes, ai prop pawns of Zionist Power Politics, and only recently (Sept. 10th, 1946) the Yaad Leumi announced that it would allot 8400,000^0 to still further promote such mass illegal migration.
One of the distressing situations created by this increment, has been the'increasing difficulty of subscribing to "United Jewish Appeals", because of the knowledge that a not inconsiderable portion of such contributions for relief and rescue is syphoned oft to implement- in various ways the programme and propaganda of Political Zionism. The only alternative has been, in aesne: way, to make contribution*;, to refugees directly.

it may thus fencthm only so long as its organisation and constitn. tion are. in the opinion of His, Majesty's Government, fit to so function. Since it is now almost completely dominated by Political Zionists and, thus, is no more representative of Jewry as a whole, and since H has also ceased to cooperate it is no mors fit to so function. Therefore, the sooner it is either thoroughly reorganised or completely ignored by the British Government in its deliberations, the sooner will the difficult problem of Palestine be solved.
The first necessary step to the solution of any problem is to be dear about the problem itself. The first essential, therefore, is to dearly differentiate between the needs of the homeless Jews of Europe and the appeals for a Jewish State. One is a humanitarian problem; the other is a purely political one. About the humanitarian needs, all Jews are in complete agreement; to the political demands, the vast majority of Jews, as we shall see, are absolutely opposed. In order to appreciate this, it.is necessary to be dear about the reUtionship between Zionism and Judaism.
All Jews are Zionists; but there are two types of Zionism Religious and Political. The Religious Zionists represent the vast majority. They are abeolutely opposed to a^Jewian *8tate,~iir understood sense, and the basis ef of their opposition is their Reli-
Deepry ingrained in the con-of the Jew is the " sianic conception of rslsstins As it dosaixmted the minds of tim Prophets and is met with in the rwsmsB. so dees it ^Tuirfutt the mind of the. obeervunt Jew today. Many dmnges, however, have occurred fas Israel's life, through the
one and thie rikJESSEto of the Displaced Jews of Enrope. Fortius, they are to be highly recononended.
The extremists and they represent the majOTity--differ from the moderates in that their only objective is a Jewish State. To that end they have subordinated everything. They have distorted facts and siiiiprasscd truth and, as they have in the pest, they are now. using the suffering remnant of their People as a tool for their own political ends. . Wen about eighty years ago, tormented Jews were striving for emancipation and equality of citizenship, it was Moses Hess who laid down the guiding principle of the movement that, if the advantages of dtisenship conflicted with the aims of political nationalism, it was the dtisenship which had to be sacrificed. . v
When, later, to escape the hor-ron of barbarism the pillage and massacre in Russia the Israelite Alliance, organised in France and headed by the Chief Rabbi of Belgium, came to the eue and
Jews to emigrate to the United States, it was Smotenskin, the militant Zionist leader of that day, and not anti-Semites who published violent attacks on this Society and endeavoured to thwart its plans as much as possible.

and non-Ziou-ists alike may Wdemn them; but they must do more than condemn: they must, with all within their power, try to prevent recurrence, and this is not pocaifaso without pointing to, and condemning, the . fomenters as well as the chief actors, for not only has this terrorism pro-' tonged the sufferings of their people in Europe, but has fired a new train of events, .potentially disastrous to Jewry as a whole.
