to the State Department, tiieIsrael: Embassy, the American Jewish Committee .and top B'nai B'rith officials.
The nieeting here and those by . seven or. eight Jews with the same PLO representatives in New York-and by other PLO officials witii : non-official Israelis in Paris have been criticized as lending both respectability und credibility to the terrorist organization. -
The critics pointed out that the ~ Israeli government will not deal with the PLO under any-circum--stances while the U.S. official position is te^iisal^ stantive*^ contacts with it until it agrees to recognize Israel's existence and aJi>ides' by United Nations Security Council Resolu-tioiis 242 and 338.
The Edelsberg memorandum identified the eight present at the Washington meeting as B. Tartt
- Bell; durector of the International Affairs iSeinihars of the Frierfds 'Service Committee ^ at
: whose office-residence the meetv I ing was held; Dr.^ Issa Sartawi and Sabri Jiryis, both of the PLO: in Beirut; Arthur Wasiiow tute for* Policy Studies; Max~ Ticktin, of Breira; OlysiMargolin National Council of Jewish Women; David Gorin;; American • Jewish Cbngress;^ndEdelsbergiV;
The meeting in New York;^'held -in a private home on-^ov. 1, is:^ understood to have been sp<Hisored :by & peace group of Vietmtm War origin. One of those preaient; was Dr. George Gruen, who spec-i^i ializes irf Middle East affairs for t die American Jewish Committee in New York.
He said the^ '^Ground rules'' for the meeting included a ban on disclosure of the names of th^se:attending: He stressed/;as| had others in Washington;^'that;
- the' participants -attended -not_ as o officials ' of their organizations
< but as individuals.
"Dr." ' Sartdwi, fashiomably ? ^dressed and poi'ed,-^was the'j obvious leader o' th' two-man delegation," the F. lOlsberg paper ^ said. "He declined to say what I his' official position is; but he said' \ /he^had interned;;in Cleveland and -Columbus hospitals in thesixties. The State Department advises he is a member of the Fatah Revol-^ utionary Council. i::*'3\Tyi^, a graduate of Hebrew University and chief of the American department of the PLO research office in Beirut, participated substantially." ' ' 4^; According/ ■ to ■■_ the , Edelsberg: paper, "Beir had told us^that the ; ;pLO representatives were^ in Washington to explore the advisability of <Hiening an .office, irut Sartawi said vvagubly at the. end of tiie conversation that they already had an office - rep- ; resentative? - in Washington and in other cities, as well as the office in New'York."
Sartawi said he and Jiryis "had come to the United States to seek support for the PLC's present peace effortsj"the'memorandum: :..continued.-^z-.^;-".^ ' "The PLO, he said, accepts 'the principle, of a Jewish State ^ in Palestine' alongside a Palestinian state composed of the West ' Bank,' Gaza; ^and^;:-s pieces of land now :held;by Syria and-Egypt." ...
When asked why the PLO doesn't make public this '^'official policy," the memorandum .said. "fSartawi ; replied that the recognition, of / Israel wasvthe PLC's tru'mpcard, and it would not give it up without getting somethiJig in return, the PLO was prepared to implement : this policy at the bargaining ' table."
"I said recognition of Israel was not a trump card; it did not even warrant any Israeli conr cessions^" Edelsberg quoted iiim- ; self in his memorandum.
"The real PLO trump card would- be the conduct of a future Palestinian entity - would it live in peace or become a revanchist force, firstmovingagsinstJordan and. then against Israel. Sartawi
