She advised that CJC had recently made a major donation; to- the Judaica Library at the University of British^ Columbia in recognition of Mr. Cohen's 40 years of service and on the occasion of his 80th birthday.
She praised Mr. Cohen for his leadership to Zionist organizations which 'have helped the Jewish people return to their land' and felt it was most appropriate that he had read the Yom Kippur afternoon service this year at Beth Israel as this was an honor bestowed upon the congregation's most revered, learned and distinguished member.
Expressing, their appreciation to Mr. C<riien for his service to congregation Beth Israel:were Joseph Simon, a past president of the synagogue; Harry Woogan, a formervice-presidentandpres-ent executive ■ member; Abe Rosenbaum,. president of the Men's Club; and Ron Gross Con- , gregation president.
Mr. Cohen was commended for the counsel, experience^ guidance, leadership and interest he had given and shown for "every aspect of synagogue life."
"Moe Cohen has won ^a unique place in the heart of Congregation Beth Israel," stated Mr. Woog-man: "He has set an enviable: example to aH of us." . .
Mr. Rosenbaum presented Mn Cohen with the plaque which was later affixed to >the Library's door. "It is our hope that this Library will give its users and readers much pleasure and help, achieve the Jewish spiritual and educational; ^ values so necessary ■: in^these days of struggle for the. survival of our peeple,"; he stated. ~
The inscription' on the.plaque reads,:'/Moe Cohen Library; ded-' icated ;by Beth Israel^en's Club .'in/recognition; oCTliis-K>uts|anding community service." ^
MR. GROSS, expressed the grat-: itude of Beth Israel to;Mr.;Cohen^ 0for <his long; 5tandii« and personal^ contributions- to -the. synagogue.!
IN ACCEPTING the tributes, and honors paid to him; Mr. Cohen commented quietly; that he. was "humblygrateful that my' name .will be connected with the Library. . '
"We ' the Jewish people have rlieen^ known tlnrpughout history as a pe<vle of , the < tK>ok and rightly;' so," -he .remarked. "We have always ^ hwiored our men of learning and rendered our res-^ pect to our scholars and teachers." . -

FOREIGN MINISTER Yigal Alien, who has abandoned his own . hopes for tfie leadership to supr port Rabin, asserts that'the Gov-. ernment, despite (^position from Former Defence Minister Moshe Dayan, will seek a positive mandate from the party conference in February to cede- territory on the West Bank.
As to tiiping, Rabin believes diat the negotiations- now-called for by President Sadat are part of a propaganda snow job desigined to imprejss inexperienced American legislators, and put pressure on V President-elect Carter to plunge inta talks before he is well-prepared. Rabin thinks it will take the new Administration until lifarch or April to sort out choices-in the Middle East.
So he himself expects to come to Washington in March or April to work out an understanding with the new Administration. Then he would approach the Arabs, with hopes of having something definite before the Israeli elections.
"I want," Rabin says,:^'to;go to the country and say either ♦We've got something gying and need a mandate to continue,^ or 'we had this offer, and refused, and now want your verdict."

. He expressed the hope that the shelves of the new Library would soon be^ filled and its facilities fully used %y. the children in the community. ~
Mr. Cohen was also presented with the book, "The Last of a "tJeneration.^r by - Faleg Zolf, printed in Yiddish. It was a gift of the Jack Shapiro family'of Winnipeg.
A fspecial telegram form Rabbi and Mrs. Wilfred Solomon in Israel was received and read to the audience. Congratulatory messages were also recrived from the William Gelmons in Calgary, and violinist Isaac Stern who was in Vancouver that; day but unable to attend the affair due to commitments with the Vancouver Symphony Orchestra. / Head-table guests included: Rabbi and Mrs. Paul Plotkin; Dr; and Mrs. SidSmordin; Mr. and Mrs. Cohen, Dr. and Mrs: Marvin Weintraub; Mr. and Mrs. Abe Rosenbaum, Mr. and Mrs. Ron Gross, John Jampolsky. . Mr. Jampolsky led the audience in the blessing before the meal, and Professor Moses Steinberg: gave the after-meal blessing.
Program chairman was Fred Gottfried. The lunchemi was convened by JoanneRosenbaum. Girls from B.I. School grade^ seven assisted in serving.
Following the luncheon. Rabbi Plotkin -officiated in affixing the Mezuzzah to the door of the'Moe Cc^en Library,
