The situation that arose in Palestine last August was not unlike that which arises in every new country to which civilized :man come)s to se'ttle, said Rabbi J. L. Zlotnick, executive-secretary of the Zionist Organization of Canada, during his recent visit in the city. There is always more or less friction with the natives at first.
In this instance the Arabs believe that they have priority rights because of their numbers and because they are the natives. But the Jews have historical rights that must be recognized and, besides, they are sending into the country the wherewithal to make it a more livable country, industrailizing and commercializing it, cultivating the land, and introducing schools and colleges, building hospitals and other improvements.
We wish the Arab to realize that we are not a hostile people arrogantly trespassing but that we are engaged in a constructive enterprise which will eventually be of as much benefit to them as it will be to us. The majority of the Arabs are friendly and liear no ill-will, but, being for the most part illiterate, they have for leaders a few of the more educated persons, who have in the past enjoyed supreme power and now fear for that power and authority.
However I have every confidence that we shall be able to settle our differences and establish an industrial and commercial unit with a high cultural background.
The time will come when a parliament will be established wherein legislation will be formulated by representatives of all sides and factions but the country is not ready for such a parliament as yet. The people must be educated, public opinion must be educated before such an institution could function in the best sense of the word.
Until such time we must have support in our great work—the support of Britain—in return we offer her our loyalty and, what is very important, a market for her manufactures, even as her dominions do. We must have an able and just administratioii board before which disputes can be settled by arbitration rather than by riots.
The question of the "Seventh Dominion" was an interesting conjecture, thought the Rabbi, but only time could tell how all these things would v/ork themselves out.
