JEWISH CONGRESS HAS BIG JOB
"OECAUSE of tlie extraordinary trag-ic conditions of Jews abroad. JLJ' which, it is believed, are the worst in tiie history of Judaism, delegates to the forthcoming American Jewish Congress, whicJi will convene this year on October 18th and 19th in Philadelphia, will consider the calling- of an international world congress for all Jewry as the most effective emergency measure to cope with the acute situation.
We hope that the numerous problems to be considered, as outlined by a release from the Congress, will not be mere lip service. The situation at the present time is so acute that all factions should give their support to any solution and .plan of relief that might result.
Foreign Jews are in a fearful grip of terror and ruin—pogroms in Germany and Greece, and in Poland serious ecoiiomic distre.ss which has put almost sevent}'- per cent of the Jewish population out of work.
A start for a world Congress to consider these problems was made at the Conference on Jewish Problems called by Rabbi Stephen S. Wise last July in Basle, Switzerland. Special attention is to be devoted to the decisions reached at this conference. Representatives from all parts of the country and from all organizations will be asked to particii^ate. The present situation constitutes an emergency which should bring all factions together.
It is planned also to take action on the specific problems of Jews in this country with special stress laid on discrimination in employment during the general economic depression which has greatly increased tlie difficulty in obtaining work. Anti-Semitic manifestations in educational fields and inimical legislation sucii as the proposed alien registration measures will also be taken up. Reports on the developments in the upbuilding of Palestine as a National Homeland will be another feature of the convention. Though there may be matters in this programme that may not appeal to those called, the importance of the majority of the considerations is of such great moment that there should be no hesitation for giving one's full co-operation.

In your October 9, JOol, issues appeared an article aiid also an cditori;il in regard to a discussion going on in the community about forming a congregation. In both of them Temple I^manual is referred to and certain -statements are made.
As the present secretary of Temple Emanuel and as one of the trustees of the Temple Emanuel Building Fund, I feel that I ought to make certain information public to clarify the air and, at the same time, save a lot of problematical and irresponsible statements, inadvertantly made without .•(Uthority, witli regard to the Temple Emanuel Building Fund.
As a. surgeon 1 believe in getting tl:e heartaches over with early when I am compelled to advise a serious oji-cration. I shall use the same method in this case as it is best, in the long run, for everyone concerned.
Temple Emanuel itself, as a congregation^ has no funds, at present, but is the trustee of ;i subsidiary fund known as the Temple Kinauuel Build-
ing Fund, which monej'S are surrounded with certain restrictions and conditions legally. Our legal advisors have instructed us, on more than one occasion, that we, trustees, can only dispose of this fund in one of two ways, i.e., without being personally liable legally, viz.—1, For the purpose of BUIEDING a qnasi-reform HOUSE OF WOKSHIP. to be known as TEMPLE EMANUEL; or, 2. For the purpose of WINDING UP THE FUND legally. Its funds cannot be used for any other puri)ose NO MATTER HOW WORTHY, not even for the maintenance of services for Temple Emanuel itself or any other quasi-re-form type of congregation. Should such a congregation be started it could, at most, receive only the blessing of the Temple Emanuel Building Fund, but NOT ONE CENT OF

Therefore, T would request officers of other .lewish organizations to refrain, please, fi-om appealing to us for the fund for any other purpose than what it was intended for, as outlined .nbove, otherwise they only subject tliemselves to a refusal. It is just as unpleasant to tiie refuser as to the refused to have to do this, because sometimes we trustees, personally, vv-oyld like to say "yes," but, on ac
count of the conditions of the fund, we can do nothing else than regretfully say "no!". There is no use telling what we can or cannot do favoring the particular cause )-ou happen to sponsor or even plead the great need of same. You cannot humanly help being biased. Our legal advisors, who are unbiased and cold-blooded about the matter, have defined the limits aiul we cannot overstep them, no matter how willing we may be to do so ourselves.
Should the sponsors of the new congregation, however, be READY TO BUILD a quasi-rcform House'of Worship, the Temple Emanuel Building Fund, if still in existence, will be ready to hear their ijroposition and one fair, in the opinion of our trustees, to the fund will, doubtless, receive ready acceptance. As for example: They have raised an EQUAL AMOUNT, or even more, OF CASH (NOT PLEDGES) for the purpose of IMMEDIATELY BUILDING a quasi-reform HOUSE OF WORSHIP—That they GUARANTEE MAINTENANCE of same—That it will be known as TEMPLE EMANUEL, etc.
Trusting I have made our pos-ition clear and wishing those who are attempting this movement every success and hoping that their efforts will not die still-born, I remain, v.'ith the welfare of the A''aneouver Jewish Comumuity at heart,.
