The Confederation of General Zionists, established &s a result of the refusal of the World Union of General Zionists to admit all sections of General Zionism on a basis of equality, has been constituted by the following Federations and General Zionist Groups:

A WISE MOVE
The move of the Canadian Zionist Organization to identify^ itself with the newly formed Federation of General Zionists v/ill win acclamation from many sides.
Our readers are aware of the split that has come about in the ranks of General Zionism. This split was inevitable, and it perhaps is due to the fact that the separation did not come earlier that General Zionism was paralyzed by disharmony, and lost its commanding position in the Zionist movement to the wings, the socially progressive but politically moderate left v/ing, and the socially reactionary but politically radical Revisionist wing.
When the split did come, many were uncertain on which side the official Canadian organization would work. It is now officially announced that the Canadian delegates to the Lucerne Congress will identify themselves with: the moderate group and history of the Jewish people, and is based on the need for that will be headed by Dr. C. 5. The rights of Jewish Labor must be based on a regulation of relations between workers knd employers. Labor conditions should be decided by collective agreements between employers and workers, containing a provision for compulsory arbitration. The conclusion of such agreements and their practical £ippHcation in the event of disputes should take place xmder the chairmanship of a representative of a recognized national body, who shall have a casting vote, in the event of an equality of votes. The object aimed at should be to establish labor legisla-lion which shall be binding on the whole Yishub.
6. The Zionist Organization is the only body entitled to act a.s the representative of the Jewish people in all matters affecting the realization of the Zionist programme. The Zionist. Organization is entitled to expect of all its members the dis-, charge of their Zionist duties, and that all Zionist groups and individuals shall consider themselves boxmd by the decisions of congress and its executive organs.
