External Welfare Fund to be Organized on
Meeting Monday Night; Organization Representatives to Attend
The formation of a permanent"
-Vancouver Jewish Community Exr ternal Welfare Fund will take place this coming Monday night, January ,22, at an important, meeting called under- the chairmanship . of Mr. Harold B. Kahn. All major organizations in the community have been invited to send irepresenlktives to this meeting, so that the permanent b'rganizatibn may have in it a complete arid representatiye cross section of the entire community. Called to this meeting also are the representatives of the beneficiary organizations and institutions of the Ex-tertial Welfare Fund, and the mem-who comprise the present yol-htary board.

i With the war conditions that ob-in at the present time, and with le urgent and increased calls for "eviation of distress and suffering, is necessary to further unify all forces and endeavors, so'thsit the eatest possible help may be ren-ered with the maximum preserva-*on of communal energry. The suc-~ss and heartening response on the rt of Vancouver Jewry to the Unit-rive of the External Welfare Fund the past is an indication that the . idea is sihcerely endorsed by the community at large. The decision to enlarge- the personnel of the Board and make it a permanent institution was reached at a meeting held last v/eek of the present committee, together with the representative of beneficiary organizations.
At the meeting called for this coming Monday night, convening at 8:00 p.m., in the Community Centre, reports will be^ rendered of the work in the past year. Formation of a ; communally representative Board, election of officers for 1940, and a general discussion of the 1940 Campaign for external Jewish needs to be launched the latter part of February, are included among the important items on the agenda.
The External Welfare Fund is designed specifically for the protection and benefit of our own community, and for greater' service to the needs of our people at large. It is therefore vitally important that organizations to vrhom letters have been addressed have their representatives at the meeting this Monday night.

The Junior B'nai B'rith announce their annual Tolo dance. Conveners for this, affair are the Misses Helen Cohen, Anne Faghin and Lorraine Glucksman. This 1940 Tolo dance will be the successful results of carefully laid out plans which these girls and their committees have drawn up to make this affair reach a new high in social activities.
The Alma Academy, at 3679 West Broadway, is' the popular setting chosen, with the sweet strains of Duke Palmer and his orchestra. This T|bio is not to be an ordinary one, for the. girls convening it have unusual and novel ideas as to how a Tolo should be presented. For instance, a dance contest with grand prizes awarded, a spot dance, a balloon dance, and the attraction of the evening will be the presentation of a new song and dance craze^ the Boops-a-Daisy, which will catch everyone up. DINNER DANCE AT MANDARIN GARDENS
To honor the initiation class of 1939, Vancouver Lodge B'nai B'rith will hold' a Dinner Dance at the Mandarin Gardens on Tuesday,' Jan; 30th, 1940. Dinner starts at' 7:00 p.m. and dancing from 9 to. ?. There will be lots of entertainment as. well. Barney Potts and his orchestra will supply the sweet soothing music.

TALMUD TORAH TO CELEBRATE GHAMISHA ASARB'SHVAT
On the 26th of January, Palestin Arbor Day will be celebrated by the pupils of the Talmud Torah. Regular classes will be suspended. The Canadian Jewish Committee for Refugees B.C. Division has been meeting regularly and doing valuable work in giving advice and assisting in many ways to the newcomers to our community. It should be remembered that this coinmittee is willing at all times to consider any problem concerning immigration or any perplexing matter which the newcomer may find themselves up against, and urge them to utilise the services of the committee. The Committee's economic section, comprised of Mr. A. O. Koch (chairman), Mr. L. Tenen and Mr. I. L. Kostman, has been actively engaged. PIONEER WOMEN
An urgent appeal to every Jewish woman: to attend the Linen Shower at the Community Centre on Sunday, January 21 at 2:30 p.m., sponsored by the Pioneer Women's Organization. Every woman is expected to bring all she can 9pare in the way of sheets, pillow cases and towels. All these articles v.'ill be forwarded to Palestine for the destitute, half-starved, and half-naked refugees, that are coming in daily, as this is only place they can find a haven of refuge. Large Community Attendance At Annual Meeting

A large attendance of the community was seen at the Annual Meeting;' of the Vancouver Jewish Administrative Coiincil which was held in the? Community Centre on Monday evening, Jariuaiy 8i It was the largest^ turnout at any annual meeting so far, which points oul-the keen interest being taken by the community in the Administrative Council's activities.: After the annual reports of the Standing Cbmmittees had been submitted, election took place, to replace twelve members to the Executive Committee who retired as this time. Late Friday evening services 8:00 p.m., in Synagogue Hall, Community Centre. Cantor Jacob Sivowich, assisted by the Beth Israel choir will chant the services. Rabbi Samuel Cass will preach on "The Blessing— What Has Become of It?" A social hour concludes the observance of the Sabbath eve.
Daily Minyan services are conducted every morning at 7:30 a.m., and in the evening at 6:00 p.m. On Saturday mornings, services begin at 9:00 a.m., on Sunday mornings at 8:30 a.m.
Newcomers and residents of the community are always welcome.
Having served a successful year as chairman of the Vancouver Jewish Administrative Council, Mr. S. W. Chess relinquishes that position. However, wishing to retain the valuable services which he renders to the community and the Administrative Council, Mr. Chess was asked to assume the important office of chairnriaR of the Community Centre Committee, to which he kindly consented. Under the capable chairmanship of Mr. Chess last year, the Administrative Council carried on its work smoothly and effectively, dealing successfully wtih many problems effecting the community. Every year sees more work for the Administrative body, and Mr. Chess had probably the busiest year any president ever had. Thanks and appreciation are due to Mr. Chess from the whole community for his unselfish devotion of time, and untiring efforts on behalf of the community, in order that the Jewish people of this city may reap the benefit their activities to the utmost.

Community Centre Report
In the report submitted by Mr. N. J. Klausner, chairman of the Centre Committee, it was ■ shown that once the "Community Centre Building is clear of all debt it will be able to operatewithout. any loss ionthe^^^^
is being kept in good condition.and at present is being used to capacity. Space in the Centre has been given to the Federated Jewish Women's Organization for Red Cross work every Tuesday, from 11 a.m. to 4:30 p.m., free of rental. Although this means an increased expenditure on the operation costs of the Centre, it was felt that being such a worthy cause it deserved special recognition.
Community Chest Committee
Mr. H. B. Kahn, chairman, gave the report of the Community Chest Committee, which included audited financial statement:
Welfare ■ Bureau was given by the chairman, Mrs. B. Shapiro, who de^ tailed some of the cases which had been helped during the .past year. 47 transients, young men, had been. given food, clothing and shelter. The total high number of active cases during any month was 33, and;the average case load for the year, perr month was 30. The total number of visits ibade in and out of the office numbered 1,257. Jewish Family Welfare Bureau
mitted < by Dr. B. Bokhaut, chairman of the Y.M.H.A. Library Gojiunittee. Dr. Bokhaut stated that; the Centre Library would soon be re-opened. In accordance with plans made last summer arrangements had been made with the Vancouver Public Library to have the books of the Centre Library catalogued and re-bo\md where necessary. Quite a number of books had been completed and. re--turned to the Centre. Also about twenty-five new books had been ordered, and they are expected to ar^ rive any time now. Dr. Bokhaut said on behalf of the Library Committee, he would like to thank all individuals and organizations for their donations of money and books.
