"Wemembers of the National Council representing the Jewish people iii Palestine and the Zionist movement of the world, met together in solemn assembly on the day of the termination of the British mandate for Palestine, and by virtue of natural and historic right of the Jewish people, and by resolution of the General Assembly of the United Nations, hereby proclaim the establishment of a Jewish state in Palestine to be called Israel/
"As from the termination of the mandate at midnight tonight, and until the setting up of duly-elected bodies in accordance with the constitution to be drawn up by the Constituent Assembly not later than the first of October, 1948, the present National Council shall act as the provisional government of the State of Israel.
"The state will be open to all Jewish immigrants, will promote the development of : the country for all its inhabitants, will be based on the precepts of liberty, justice and peace taught by the Hebrew prophets, will u.phold full social and political equality for all its citizens without distinction of race, creed or sex, and will guarantee full freedom of education and culture."

His deep conviction expressed at the first Zionist Congress held in 1897 lives today as it did then.
"If I were to sum up the Basle congress in a single phrase—would not dare to make public— I would say: in Basle I created a Jewish state. Were I to say this aloud I would be greeted by universal laughter. But perhaps five years hence, certainly 50 years, everybody will perceive it. The State is basically founded by the will-to-a-State of the people, even by the will of a single person who is powerful enough. Territory is only the concrete basis; the state, even when it has territory, is always something abstract.
"In Basle, therefore, I created this abstraction which, as such, is invisible to the great majority. Actually with infinitely small means, I gradually incite the feeling for a State and impart the feeling that the National Assembly exists.*
