Land Redemption In Israel

Israel is a small country. Had we vast expanses of territory at our disposal, we might have left its development to* private initiative and s^dventurous pioneers. But because it is so small, and because it must tiike in v^ry lai^e numbers in a very short time, there must be a public body to direct the settlers, to ensure maximum output and eliminate wastage—^in short, to settle the largest possible number on the smallest possible viable area.

The exact division of function between the Zionist OrganizatioQ and the S^t^, as well as betweeif the Jewish National Fund and the Keren Hayesod. has still to be worked out in detail. No doubt the Keren Hayesod will be mainly concerned with the absorption of immigrants both in town and country, and, as a corollary, with urban and rural development and settlement—though in rural settlement, at least, the Jewish National Fund has of late years taken an increasing share. But one thing is clear—the acquisition of land, and the planning for its preparation and use, will remain the particular province of the Jewish National Fund.

have, in the past, hampered the Fund in its planned selection of sites. Today, the wheel has turned full circle: the state is as wholeheartedly with us as its predecessor was against v^s. The restrictions are swept away: we can plan ahead, on the broad principle that large areas should be concentrated in the hands of a large public body under the control of the Jewish people.
A redistPlbution of land is necessary to ensure national exploitation and the government must be given power to expropriate surplus areas so that the owners can get more out of the remainder by intensive farming assisted by irrigation. The areas thus gained will be allocated to new settlers. The system will benefit Anab cultivators no less than others, and this, it may be recalled here, has always been the policy of the Jewish National—Fund when purchasing from Arab owners.
The Arab, exodus greatly facilitates this process: moreover, it enables land to be bought in concentrated blocks on a planned basis. But in any case it must be acquired legally: it will have to be paid for. This applies to all land except unclaimed areas, which (except in the expanse of the Negev) are small.
Anab land falls into two categories. Firstly there is land belonging to Arabs still in Israel. Their rights are the same as those of any other citizense. The most the government can do is to set a ceiling oh prices to prevent speculations. The Jewish National Fund will do well to buy such land without delay, while the owners are willing to sell.
Secondly there is the land belonging to absentees. However, the Arab refugee pr»oblem is finally solved, it can be assumed that many of them at any rate will not return; but they will almost certainly put in claims for their abandoned property. This problem will have to be settled: delay will hold up the advent of peace. If such land can be acquired by consent, the position will be regularized. Some Arabs, however, will want to return to live in peace in the Jewish state and enjoy its advantages. While their legal rights will be respected, they will have to fall in with the new system and sell their surplus land to the authorized body, against compensation, in the same way as the state, acting as trustee for enemy property, is already selling land to the Jewish National Fund and will settle claims by the owners for compensation out of the purchase price received.
Yet another class of land comprises areas under dispute owing to the antiquated system of land tenura inherited from Turkish times and kept in force by the dilatory and obstructive methods of the mandatory government. This held up many land transfers, and a number are still pending. The latter can now be settled by the courts.
LONDON (WJA) — Mr. A. V. Bottomley, Parliamentary Secretary to the Board of Trade, replying to complaints regarding the release of assets belonging to Jewish and other victims of Nazi persecution, gave an assurance that "if these cases are presented to me with all the facts necessary to enable His Majesty's Government to give them the most generous consideration, this will be done."
Complaints about the failure of the Board of Trade to authorize the release of such assets by the Custodian of Enemy Property, had been voiced in the House of Commons during the second reading of the Distribution of German Enemy Property Bill, which provided for the use of blocked German assets in Britain for the benefit of pre-war. Beth Israel Dinner Installation, Monday
The Installation Dinner and Dance of Congregation Beth Israel, its Men's Club and Sisterhood, will be held' this Monday night, November 28, In the Beth Israel Auditorium "at 6:45 p.m. Following the dinner, there will be £Ln installation of officers of the congregation. Men's Club and Sisterhood by Esmond "Bud" Lando, Moe Cohen aind Rabbi David C. Kogen, respectively. The brief niusical program will include several selections by Cantor Fred S. Gartner. The major part of the evening will be devoted to dancing to the tunes of Dal Richards' orchestra. Reservations at $3.50 per person are available from Max Ohark, arrangements committee chairman, or at the door.
AH guests are urged to arrive not later than 6:45 so that the dinner, may begin promptly at 7:00 p.m.
Property had issued a circular letter two years ago, stipulating conditions for the release of assets of victims of racial or religious persecution, formerly of enemy nationality, one of the conditions being that the victim was deprived of his liberty.
During the debate, Mr. Sydney S. Silverman cited cases showing that this provision had been interpreted in too narrow a sense. Jewellery belonging to a Hamburg Jewess who committed suicide when served with a deportation order had not been released on the grounds that she had "not been deprived of her liberty." In the ca^e of a man, imprisoned by the Iron Guards in Rumania, the Custodian held that the person had not been deprived of his liberty pursuant to any law discriminat- j Ing against Jews or racial groups, because the Iron Guards were then in a state of revolt against the government of the country. Transnistria had not been released because the Custodian ruled that the camps there were labour camps and not concentration camps.

Vancouver Jewry turned out in considerable numbers to the Open House reception at the Vancouver Jewish Home for Aged. All who attended found the home in excellent condition and the residents well cared for.
At an impressive commemorative ceremony two plaques were unveiled, one bearing the names of former residents of the home who have passed on, the other the names of members, contributors and good friends of the home, as well as the wives of the aforementioned, who have passed on. Rabbi Leon M. Mozeson presented an appropriate commemorative address and led memorial prayer services. Rev. Wm. Shuster chanted the El Mole Rachamin.

Through these various methods and policies a planned agriculture is coming into being by means of a redistribution of land which the mandatory government failed or refused to effect in thirty years of rule. It will put an end to the stagnation which hitherto throttled the development of the country and
