Hsstadrut's Vast Scofle
By CAPTAIN A. BERNER
Our brothers and sisters" from Europe and" the middleeastern countries come to Israel without capital resources, without training, without skills and crafts—yes, even without clothing. They come completely unprepared to face the rigours of a pioneer life. They come undernourished, suffering from innumerable diseases, without a common language and often psychologically warped by the misery^ they have livet throHugh. , ' . \ 1
It is the task of the infant state of Israel, aided, by the organiza tions of world Jewry,- to rehabilitate these immigrants, lo give .them food and shelter, m^ical:aid and education, .vocational-; training.: anc giudance. All of us know the great work done, the millions raised anc spent in; bringing these people to the shores of Israel; providing reception camps for the ^rst six to: ten months, providing .all-emergency 'accommodations and clothing. But how many of us stop to ask "what is tc happen to these hundreds of thousands of penniless and untrainec people when they leave the reception camps?" How many of us stop to ask who will take over when the work of transportation and first aid has been completed? What organization will act as the agency of transformation, as the medium through which immigrants will be con verted into productive citizens? "Who will • train the. untrained, give skJlU to the unskilled, change those who have never worked before into proud and dignified workers and citizens of the State of Israel?^ How many of us ask through what medium and through what organization will the vast, empty, arid desert stretches of the Negev be settled and by whom? And under whose guidance and as the result of whose initiative?
i answer iuhesitatingly, with due regard to the wonderful work being done by all the agencies and orgam'zations of our far-flung and varied Jewish and Zionist life, that the medium through which these people in the vast majority of cases will be converted i^om immigrants into workers and farmers, is the HISTADRUT.
What is the Hisladrut? The simplest answer—^which is notthe whole answer, not even the beginning of the answer—is that the His-tadrut is the Jewish Federation of .Labor in Israel. A trade union, yes, but a trade union unlike any other trade union in the w^orld.
"Where and when have you heard of a trade union that cries; out for more immigration? The Histadrut does. "Where have you heard^ of a trade^ union that gives complete medical service to one-half of the pojwlatibn.of an entire country? The Histadrut does. "Where have you ■hewd of atrade union that has gone into deserts and converted them into . flourishing co-operative agricultural; settlements. ^ That is exacdy what the Histadrut I^^ done.
heard of a trade union that has had to set up by itself, imaid^ network of vocational schools to teach trades and skills to the new immigrants coming into the country. This the Histadrut has done—it has done alLthese.things and its proud record of achievement is a pillar of democratic strength without which there xouh not have been an Israel—^without which Israel would be unable to march forward ^to a great future.
. During the next few weeks, the Jewish community of Vancouver vtrili be called upon to contribute to the 1950 Israel Histadrut Campaign. In the name of the people of Israel, in the name of the hundreds of thousands of new immigrants, and in the name of that great organization the Histadrut, I ask each and every one to contribute as generously as he can. Let us together make the 1950 Israel Histadrut Campaign in the city of Vancouver a heart-warming answer to the challenge of the tunes in which we live. Let this great historic year find an echo in every heart and every mind that feels, and understands. Knowing; thecommimity of Vancouver, I feel that very few will be left uncounted in the final reckoning of the supporters of the 1950 Israel Histadrut Campaign.
