WHICH CAME FmST —From what we hear the debate at the Talmud Torah meeting last week (about how to raise mezuma) waxed fast and furious for over three houfs . .. And when the meting was finally nearing its end it got stalled again over something like the old story of "which came first the chicken or egg" .V. . Only here it was a question of which resolution to take^ first . . . Fortunately a,few people at the meeting knew something about Robert's Rules of order and so parliamentary procedure emerged torn but triumphant (did anybody win?) ... but unfortunately Robert never got around to deciding the order of procedure for the chicken and the egg .
So they're still fighting it out!

A POPULAR FILM in town these days is neithier a Hollywood epic or its British counterpart but a movie called "One God,** which is being Well received by local organizations . .,. The film was brought to Vancouver via ADL at the instigation of Jessie Greene, president of Louise Ma-hrer Chapter, BB Ladies, and its first showing was at the BB women's goodwill evening last month.

To sit .with the German representatives in freely aigreed to tete-a-tete negotiations is quite a different story. It spells a radical shift in the entire mentality of wide, and powerful circles in the Jewish world.
There can hardly be any doubt that the German Chancellor's skillfully worded announcement and its eager acceptance by the Jews has already greatly facilitated German maneuvering to slide back into the community of nations. Whatever may come out of the offer, and whatever the practical value of the entire venture, Germany has already drawn profit.

As far as Jew^-y and Israel are concerned, the moral and political disadvantages of this German-engineere^ venture are tremendous. Its advocates attempt to obscure them by stressing the alleged material profits to be drawn from the German deal. But in this field, too, the prospects look increasingly gloomy.
Authoritative German sources, have made it unmistakably clear that since, according: to their calculations, the economic position of Western Germany is extremely difficult and they do not even know how they will pay for their fftpd and raw materials, only a '^oken amount of the envisaged reparations will be paid in money and the rest will be delivered over several years in consumer goods and m^hlnery.
"The implications of this new turn in the German reparations maneuver are obvious. If payment is in goods rather than in money, and oyer a period of several years, ax\y reparations agreement would necessarily involve the setting up by Israel of permanent commercial offices in Germany iand of corresponding German offices in Israel. Mr. Sharett has assured the Knesset foreign afiEairs committee that German representatives would not be permitted to enter Israel and the Israelis would not be sent into Germany. It is, however, simply inconceivable how a deal of such magnitude can be handled by remote control, and there can hardly be any doubt that, should some kind of an agreement be reached and an attempt to implement it be undertaken, all these noli me tangere precautions will be thrown overboard.

German consumer goods would stifle local Israel industry. Since German authorities have already made it dear that goods which are important for Gei-man economy or are in ishort supply in Germany would not be available, it~can be reasonably assumed that a large part of the eventual reparations in kind^ will consist of goods that could not be constructively used in Israel's economy and that would have to be sold elsewhere, so that Jews would have to become salesmen peddling German products on foreign markets, thus strengthening the German economy. *
There are also strong reasons to believe that nothing but affront will come out of the entir^ venture. Those intimately acquainted with the classical methods of German policy are firmly convinced that only symbolic reparations, if any; wouldybe paid^ as Bonn is interested primarily in negotiations and ain eventual agreement—in order to convey to the world the impression of a reconciliation with Israel—but is only faintly concerned with the actual payment of reparations, be it in money or goods. At the October conference of Jewish organizations, Mr. Eban sobesrly reminded that "Germany has a long record of avoiding the act'uaL implementation of obligations which she has theoretically accepted." It is to be regretted that, blissfully disregardihjg tliis record, the Israel Government let itself be dragged into a worse than dubious enterprise.
For the time being, the only tangible result of this venture is a deep and bitter cleavage in Israel and Diaspora Jewry: All opposition parties in the Knesset spoke and voted against authorizing the government to negotiate with Germany, and it is conunon knowledge that also within the government coalition doubts, apprehensions and reliictance are 'wideispread.
