seen the picture. The results were a vivid .demonstration of how rumors get started through exaggeration, understatement and distortion of fact, even if imintentional. This experiment is worthy of wide repetition and study. •
Other speakeirs at the institute included, Ernest Lawrence, who reported on discrimination practiced against colored people from the British West Indies who seek to migrate to Canada, and Frank Galder, first native In<|ian MLA in Canada who reported on the discrimination practiced against Ipdians in this country.
Mrs. Rex Eaton, OBE, chairman of ^ the closing session of the institute, reported that the Council of Women of which she is a past president, had been the first group to ask the BXU. government for an FEP act in its submission of a year ago. Editor's Note: Due to-lack of space in last week's issue the ful report on the recent Race Relations. Institute had to be curtailed. The statements of the vaHous guest speakers are carried below.
Education and conciliation in overcoming discriminatory practices in employment was emphasized by George H. Revelle, chairman of the Washington State Board Against Discrimination in industry, guest- speaker at the closing session, "A penalty clause is needed in the FEP act/' Mr' Revelle stated, "to strengthen the conciliation process and to use as a iast resprt if necessary." He cited, several examples of how the board he heads works to eliminate discrimination in employment through conciliation.
The board headed by Mr. Re velle also has the power to set up advisory agencies to. consider discrimination in other fields such as housing accommodation, although it does not have the right of enforcement in these areas.
Civic By-law Report
The civic by-law against discrimination is still under consideration, it was reported by Alderman Halford Wilson, who chaired the institute's banquet session. Alderman Wilson expressed the belief that City Council already has the power to pass this by-law, but that any doubts as to its authority in this area will.be cleared away once the new city charter is passed by the provincial legislature,
"People who are malefactors in racism are not. interested in education," stated Nathan T. Nemetz, QC, guest speaker at the banquet. "Such people' can only be educated with an enforcable law. ..That's ..why ..legislation., is needed n^t only in employment but in housing, business service and other fields.
"Many people know what is needed," he added, "but are afraid to do anything about it." Mr.
Remember the Martyred
Nemetz criticized the "perversion of definitions" which leads to a situation ."peace means war, war means peace and people who advocate true brotherhood are accused of communism."
"Rumor Clinic"
A most enlightening "Rumor Clinic" was conducted by Knute Buttedahl, secretary of the Joint Labor Committee Against Discrimination and director of the Institute. After showing a certain picture to the audience, Mr. Buttedahl asked one person who had seen the picture to tell its story t<v another person "who had not seen it. The story was then passed on through a group of four or five other persons who hadn't
