EDITORIAL TOPICS
THE Bulletin often draws attention to worthy campaigns being conducted locally for a variety of Jewish causes and we ore all well aware that there is no lack of such causes.
This issue carries an announcement about the opening of a drive in behalf of the American Fund for Israeli Institutions. From a perusal of the Institutions supported by this fund \nc\ud\ng among them the Israel Philharmonic Symphony it will be seen that this cause is just as worthy as many of the others we are called upon to support.
However our community once again finds itself in an unenviable position with regard to such campaigns. This week Mendel Ladsky, the director of the Canadian Branch of th American Fund will be with us. Next week we will be visitec by Sam Risk, director of Canadian Friends of Hebrew Un iversity. Undoubtedly Mr. Risk will also be seeking some form of financial support for the Hebrew U.
On top of that our local UJA drive is just being wound up, and g campaign for the Jewish Home for 'the Aged has now been started. And this probably doesn't exhaust the list o' fund drives, in one form or another, currently in progress in the local Jewish community. *
It is quite clear that we have a problem here.
Firstly we believe that next to the UJA campaign, loco institutions should be given full priority on -campaign time.
Secondly we believe that a body like the National Conference for Israel and Jewish Rehabilitation, specially s^t up to coordinate fund-raising for Israel, could do a great service, especially for the smaller communities, by taking under its wing some of the other fund-raising institutions, >large one small. We have in mind those institutions whose campaigners fall into the category of the itinerant ''Shallach,'' as well as some^of the larger groups like the American Fund for Israel Institutions, or Canadian Friends of Hebrew University.
In cities like Montreal and Toronto, where the Jewish population is about 90,000 and 75,000 respectively there are probably sufficient resources to draw upon to organize separate groups and activities in support of Hebrew U, ORT, American Fund and others. But In ,a small community with a population of 6,000 to 8,000 it simply means coming to the same people again and again.
We are probably voicing the opinion of more than one smaller Jewish community when we call upon Jewish leaders at the national level to make a greater effort to solve this problem., ^
Surely it is possible to exercise greater control at the national level over "the travels of Benyomin Hashaliach." And It should also be possible to organize at the same level a clearing house for country-wide tours by national representatives, so that we don't get big-name visitors every day for a week' then nobody for a whole month. And wherever possible the National Conference for Israel and Jewish Rehabilitation should try to eliminate separate fund raising efforts by other institutions, by encompassing within its own efforts those that ore truly worthwhile.
We can hear some critics say why raise this matter now when you may hurt one campaign or another. The fact is that It we left the airing of this problem to a time when things ore quiet. It IS hardly likely to get the attention that it should be given now when all manner of projects ore underway.
We should continue to support every campaign and every institution to the best of our ability. But while doing so, surely we have the right to make known our views that a program of campaign amalgamation is vitally necessary. It is up to the larger centres to realize the problem faced by smaller communities in order to strengthen the bonds of Jewish communal lite.
New U.S. Ambossador To Israel Stresses Economic Relotions
NEW YORK eZINS) -- "During my tour of duty in Israel shall do my utmost to further develop trade, financial and economic relations between the United States, and Israel," stated Edward B. Lawson, newly appointed U.S. Ambassador to Israel, at ao'eception tendered here in his honor by the Board of Directors of the American-Israel Chamber of Commerce and Industry.
Nathan Strauss III, President of the Chamber, called on tiie Ambassador and the U.S. Government, to use their good offices "to help put an end to the
improper interference with the movement of goods to and from Israel,", stating that American firms in general, and not only those doing business with Israel, "inevitably resent efforts to involve them in a so-called 'boycott', and look forward to the doing-away with such restrictions on free trade and on the movements of people and merchandise.
Sneaking at the reception which was held on the eve of his departure for Israel, the new. U.S. Ambassador to Israel stressed the basic importance of trade and economic ties in international and diplomatic relations, and underscored the importance ofi such economic ties in the domain of U.S.-Israel relations.

The first Late Friday Service at Schara Tzedeck will take ^lace Friday evening, November 5 at 8:30 p.m. Services will be chanted by Cantor David Rez-nilc assisted by the Young Boys' Choir. Officiating will be Rabbi Bernard Goldenberg who will also preach the Sermon.
A number of innovations introduced last year will be continued and some new ideas introduced. The short reviews of the Sedrah (portion of the Torah) of the week by members of the Choir and post Bar-Mitzvah group will be continued. Also continued. will be the "Host and Hostess" plan. /
Host and Hostess at the first Friday eve service will be Mr. and Mrs. Braverman, whdse son Harold will be Bar Mitzvah at the Synagogue oh Saturday morning, November 6. Harold will chant the * kiddush Friday evening.

LET'S MAKE CANADIAN FRIENDS OF HEBREW U A LIVE ORGANIZATION
To the Editor:
Why have the Canadian friends of the Hebrew University as an organization remained an obscure organization and unwanted child in the family of Zionism here? Is it,*^^ because most of the other members are too grown up, too busy with their own affairs to take an interest in this little latecomer? Though nobody questions the iiAportance of the Hebrew University, could it be that the birth of this organization was too hastily conceived, and the role it should play not clearly thought out before it was let oose to beg for its own existence.
The reason I am raising this ssue, and offering suggestions is because Samuel Risk, National director of the Canadian Friends of Hebrew University will soon visit our city.
Many of you may, as I always do, wonder what good these whirlwind visits actually do.
I liave recognized the possibilities for this group to play vital role, to render valuable service to the whole family of organizations in our community.
Until now the Hebrew U Friends has included membership for women, $5.00 annually; for men, $10.00. We also have many members who pay $25.00 and up, and we receive grants of sizable amounts. It isn't thait we are destitute for money, my concern with it is, so far it has no soiil, no proper basis, of 'opera-lon.
This is hovr I would like it to be reorganized: For $5.00 a year a whole family becomes members of the Friends of the Hebrew University. A smart little emblem the size of an aviator's pin in the form of the Torah with suitable inscription should be mailed to every member and be worn by men, women and children.
You may reject this proposition on the ground " that this would cost too much. Let me assure you that a lot of money is spent to keep this as every other
movement, alive. I believe that the conversation and interest that will arise from wearing such an emblem will create more awareness about the Hebrew University than tons of literature, as it is distributed today. This organization by the peo-

development of the Hebrew University in its vital role in Israel, to every organization in our community at least once a year.
Once its function is recognized and approved, its field of activity could be widened. We could for example think in terms of a seminar, held once a year, with a panel of experts dealing with every aspect of Israel and its position in the family of nations.
It can be done with no more cost and effort than receiving and preparing audiences, for a one-night-stand" speaker.
Every speaker of late has made this one point, what we do' to help Israel is no ordinary charity. With that I whole heartedly agree. But is it not high time-we stopped going about it, as if it is?
We here in Vancouver don't have to sit back and wait for Toronto or Montreal to chart our course. They have no monopoly of creative thinking and it is cheaper to send an idea East once in a while .than for a delegate to bring back theirs.
The time is now, to lift the raising of moneys for Israel out of friend prevailing on friend. Our partnership^with Israel is indeed a great adventure. We are less apt to fail to meet our obligations sthrough our own misunderstanding, than always depending on somebody, and usually a paid somebody, to remind us to pay for our share of the dream that made Israel a reality.
