Fear, Unemployment, Teen Age Problems Stressed in NCJW President's Report
MONTREAL—^Five areas wh€r€<S> volunteer organizations in Canada may find it pecessary to work within the coming years were suggested by IVIrs. Benjamin Robinson of Montreal* retiring president to the National Council of Jewish Women of Canada, in making her presidential report to the biennial convention.
''Handlinir the problem of fear in ourselves, in our children, pur communities and nations, is undoubtedly the most Importan matter that will face »s for years to come," Mrs. Robinson said, noting that fear breeds persecution dictatorships and stifles freedom
Unemployment was placed second, as an issue with which Council should concern itself, for **here, in a wealthy country, no man or woman should be deprived of the dignity of providing for their dear ones."
Teen-age violence was described by Mrs. Robinson as "one of the most distressing problems facing all parents today. The motives and frustrations behind this must be searched out, and understood by all who concern themselves with the future of free people." Whether this revolt of youth was in answer to the pressures towards conformity on this continent or not, it was suggested as a matter for serious study.
"One of the most unusual aspects of this is the participation of children who come not from slum backgrounds but from middle-class families," sha said.
Stating that "the lasting greatness of a country Is dependent on its arts," Mrs. Robinson urged members to work for the creation of a Canadian Council to foster creative activity, for "through our writers, musicians and artists, Canada will live in the future."
The fifth area needing attention, Mrs. Robinson suggested was-that of children with special needs. She listed' three groups: The mentally retarded, the emotionally disturbed, and unusually gifted children.

Group Libel Law Asked by NCJW
MONTREAL — Passage of group libel law by the federal government to protect ethnic and religious groups from hatred, con-lempt or ridicule was urged here ast week by the National Council of Jewish Women of Canada at its biennial convention.
The resolution was passed unanimously, along with an emergency resolution complimenting he Canadian government on its handling of the Salk vaccine, by the 100 delegates representing 5,-500 Council members from 15 Canadian cities.
It pointed out that the "law recognizes the dignity of man and declares some cases criminally offensive for any one to trifle with a person's honor and position in society,'" and that "matter pub-
lished or uttered without legal justification or Excuse about an ethnic or religious group of individuals in the Dominion of Can> ada 23 likely to expose such group or the individuals thereof to hatred, contempt or ridicule."
The delegates resolved that the N.C.J.W. of Canada, "realiz ing the enormity of race-hate friction, support the principle o Group Libel Legislation framed in such a^way as not to interfere with fundamental Civil Liberties."
The emergency resolution concerning the Salk vaccine was presented by the Hamilton Section of Council, and commended the "Federal Government for its careful supervision and rigid control of the Salk anti-polio vaccine and its program of distribution which makes the vaccine available for free distribution to children within the most highly susceptible age range."

have been rehearsing for the choir which will form part of the varied program. Modern Israeli dances will be intermingles with a good old-fashioned "Sher-ele" as five dancing groups will display their talents.
A comedy play has been prepared by the older members and promises to give you a good augh at the antics of Canadian ourlsts on a visit to a kibbutz m Israel.
The younger boys of Habonim (Solelim) will tell the public about Habonim and its camp and the Solelot girls will show the dances they have learned during he year.
The groups have been working on displays and projects which will be on view.

Pickersgill Addresses Convention Of lewish Immigrant Aid Society
MONTREAL —■ Immigration Minister Pickersgill said last Sunday that a "conflict of duty" arises both for Canadian Jew^ and the immigration department when persons from Israel desire io join their families in Canada.
Mr. Pickersgill told the annual meeting of the Jewish Immigrant Aid Society here that Israel, like Canada, is a "country of immigration," needing a larger population.
Jewish people here faced a conflict as to whether they should try to re-unite their families or encourage persons to stay in Israel to help develop the new nation.
Cases often came before the immigration department in which "this conflict of duty arises . . . There are no cases where it is harder to decide what is the right course."
FAIR EMPLOYMENT ACT PASSED IN NOVA SCOTIA
HALIFAX—The Province of Nova Scotia recently enacted an anti-discrimination law which is reported to be the strongest so far of its kind on the statute books of Canada. It is the fifth such act to be passed in thic country.
The act affects employers, employment agencies and trade unions, preventing them from discriminating against any persor by reason of his race, nationaJ origin, colour or religion. And no person may be discharged because he has made a complaint or given evidence under the act.
Any employee who has a grievance under the act may lodge a complaint with the Department of Labor. If an officer of the De-Dartment cannot settle the complaint it is then turned over to
