WITH relations between Israel and Egypt having reached an all-time low since the signing of the 1949 Armistice agreemen and with the real possibility o: renewed full-scale warfare in the Middle East, it is with interes tfiat we learn of a proppsal se ■forth by John Fostei* Dulles and aimed at bringing peace between Israel arid her Arab neighbors. The U.S. Secretary of State proposiBs border g u arantees, border revision, and a loan for com p ensation of Arab refugees who fled
from Palestine Lieo Marcus in 1948. Let us deal with the proposals one .by one.
Mr. Dulles noted that borders should be formally fixed and that current frontiers were the product of the 1949 armistice agreement, and hence not necessarily designed as permanent borders. It is doubtful that Israel will look with favour on this proposal if

Mr. Dulles means new borders at Israel's expense. Certainly Egyptian demands that the Negev be ceded to her will never. be acceptable to the Jewish State.
Still another question remains. Will the Arab States agree to the resettlement of the Arab refugees, especially in view of the known attitude of Arab leaders on this question? The Arabs wish to continue using these refugees as a tool to place Israel in an unfavourable light ill the eyes of the world. It should also be pointed out that the Iraqi Jews who if led to Isi'ael are ialso eiititledtb com-pehsation altliQUgh Mr. billies has made no mention of this. .
Even fhouglr we cannot be enthusiastic about the Dulles proposal, this much can be said; it represents the first real effort^ on the part of the Western Powers to seek a solution to a problem, which, if not settled, inay eventually cause still another blood bath in.the Middle East.

HARRY SNIDER who last year canvassed 39 UJA cards in the gene-^al canvass division, and ^yhose cards showed an increase of 20 per cent over the previous year, is once again playing a key role in the 1955 general canvass division of the UJA.
Mr. Snider ha^ already chosen a large number of cards to canvass this year and from all indications he will once again be one of the key figures in the general canvass division.
It is hoped that Mr. Snider's efforts on behalf of the' campaign will be an example to the other canvassers.
