A further resolution of the Congress make it incumbent upon every Zionist to assure a Hebrew education for his children, and appeals to all key workers in the Zionist movement to learn Hebrew and use that language in public activities.
The broadening of the trend of Jews living outside Israel to send their children of high school or university level for at least a year's study to Israel and the expansion of youth pilgrimages and of Bar-Mitzvah journeys to Israel, was also urged by the Congress. In general, tixe Congress stated, "the mastering of the Hebrev/ language by the masses of Jewish young people in the lands outside Israel must constitute a central plan in the Zionist educational program."
Throughout many of the resolutions, heavy stress was placed by the Congress on youth and education. "Jewish and Zionist education in the diaspora," one of the major-resolutions stated, "constitutes the major aim of the Zionist movement at the present time." The Congress also called oil Jewish youth outside of Israel to join the Zionist
The conclave also asked the Jewish people of the world to raise $1,000,000,000 within the next ten years for the building of Israel and reaffirmed that the Keren Hayesod "shall be the only fund of the Zionist Organization to conduct campaigns for Israel."

The 1961 campaign gets underway officially on Jan. 22 when Senator Wayne Morse of Oregon will address a mass meeting of the Jewish conmaunlty to be held at the Beth Israel auditorium. Senator Morse is an outstanding political figure of bur time.
MONTREAL — A series of constructive proposals designed to strip political consideration from three important areas in the World Zionist movement — the chairman of the Jewish Agency, the establishment of a joint authority for Western aliyah and the handling of financial arrahgement for aliyah pro-r'g^ml'ih'^fhlerr'^^^^^^^ countries — was offered by ZOC president Lawrence Freiman before the assembled delegates of the 25th Zionist Congress in Jerusalem on January 2.
The Zionist Organization of Canada president led the Canadian delegation in paying tribute to the leadership of Dr. Nahum Goldmann, "a leadership that continues to reaffirm that Israel is the creation of the Jewish people. It stresses that there must not be conflict between the Jews of the diaspora and the State of Israel. It believes in the strengthening of the World Zionist Movement so that it will continue as a source of vigor and spiritual strength for the survival of our people."
In his speech, Mr. Freiman made it clear that he wished to avoid ideological discussion or involvement in polemics. Some of the constructive views he offered for the consideration of the Congress are contained in excerpts of his speech.
"I support the proposal, which is under discussion, for the establishment of a joint authority for the settlement and absorption in Israel of Western olim, and on this joint authority should be represented both the Jewish Agency and the Government of Israel. I have not the slightest doubt that we shall expect the Government and the Agency to send to this joint authority their best qualified people. Again, these should be chosen for their ability and not principally because of party considerations.
"I also suggest that allocations for aliyah programs be made by this new joint autho rity on the basis of the requirement of and after representations by the respective countries. It would then follow that local federations would receive these allocations by right. Further, there must be a greater recognition of the responsibility of the local Zionist authorities

Neumann faction accuses Freiman of split in ZOC
JERUSALEM — In their weekly news bulletin, ZINS, the Zionist Information Service, has accused Canada's ZOC president Lawrence Freiman and five other delegates from Canada, as having violated the resolutions of the ZOC National Executive Council and thus bringing about a split of the ZOC Congress delegation.

Our population has increased by several thousands during the past decade, yet our Centre is the same building that was constructed to serve our needs thirty years ago. 23 Moroceon Jews die en route to Isroel
Three survivors and the bodies of 23 men, women and children %rere taken from the western Mediterranean sea Wednesday when a small, Spanish-owned ship was caught in heavy tides.
It is believed the ship held approximately 40 illegal immigrants en route to Israel from Morocco.
the ZOC will maintain neutrality and not permit its delegates to join either the Confederation under the leadership of Dr. Neumann, or the Goldstein-Hairpin Congress faction, Mr. Freiman has joined the latter faction.
The news bulletin also pointed out that only Samuel Drache of Winnipeg, vice-president of the ZOC, remained neutral and faithful to the established ZOC policy.
