New Centre
(Continued from Page 1)
ish Community Centre then appears to be excessive.
The fact is that the Municipal Community Centres are tax-supported instnutions having as their function the provision of recreational activities, and their standards of staff qualifications and programme purpose are different in many respects than those of the Jewish Community Centre. Their fee sti^ucture is based on a Municipal subsidy emanating from the tax dollar.
Our Centre's fee subsidy comes from the Community Chest and is part of the funds raised each year by the Community Chest. A more realistic comparison to our Centre in terms of programme scope, fee structure, would be the Y.M.C.A. or Y.W.C.A. These organizations are also recipients of Chest subsidy and are organized on a membership basis. When our fees are compared in this con-ext the jBxcessive espect disappears.
Another point that emerges due to our name is the concept of provision of space for various community organizations.
Now that theXIIeritre has sold memberships for the first time in its history, it assumes the ob-igation to la-ovide the buyers of these memberships with a program of activities. Hence our policy is that our first obligation or the use of our facilities lies with our members. If space is available within our own operating schedule, we will, of course, be prepared to make rental arrangements with various organizations. Hereto the tradition of the past should be examined. In 1961 the old Centre had a gross operating budget of $25,-200; of this amount the Community Chest granted a subsidy of $14,300. This meant, in effect, that the Community Chest was subsidizing every meeting and activity that took place in the old Centre during this time as it was contributing more han 50% of the operating cost. The new Centre, with a projected budget of $125,000 will be requesting a Chest subsidy of $34,000 in 1963.
The shift in percentage should visibly illustrate the fact that we have to raise a great bulk of our own operating monies and that we have to do this on the basis of membership and membership services. Rentals are a small percentage of our financial resources hence our policy that we are in the membership business first, and that our obligations Ue primarily in this area.
Bernard Goldeiiberg.
