TEL AVrv — Mr. David Ben-Gurion's resignation as prime minister and member of the Knesset took the entire country, including the members of his own party, by surprise. The withdrawal of his Knesset resignation the following day is being regarded as an indication that the party leaders are not giving up hope that Mr. Ben-Gurion will resume the premiership at a future time.
From Jerusalem correspondents report that reasons for the resignation are not clear. There are various interpretations: one —that Mr. Ben-Gurion is tired and really wanted to retire; the other — that the internal dif-

NEW YORK — Dr. Nahum Goldmann, president of the Conference on Jewish Material Claims against Germany, Ja»-. b Blaustein, its senior vice-president, and Moses A. Leavitt, its treasurer, have just concluded three days in Bonn to discuss the problems of the supplementary laws on restitution and indemnification with members of the German Government.
They met the chancellor. Dr. Adenai^r, vice-chancellor, Prof. Dr. Erhard, foreign minister. Dr. Schroeder, finance minister, Dr. Dahlgruen, and members of Parliament. The re'presentatives of the Claims Conference made it clear to the members of the German Government that while they welcome the fact that after years of negotiations the finance minister is on the point of presenting drafts of the two bills to the Cabinet and the Parliament, they have strong objections to various provisions of the bills and are opposed to tiiem in their present form. They criticized above all the attempt to take away certain rights from categories of Nazi victims, which they enjoyed until now.
They also demanded that the claims of the Nazi victims, who left Eastern European countries after October 1, 1953, and who cannot file claims under the present law, should not be taken care of, as it is stipulated now, by a special fund, but included into the existing indc.mnifica-tion law. Also they raised objection to a number of other provisions of the bills.
The Claims Conference has stated it is determined to draw the attention of the German parties and of public opinion, in Germany and outside of it. to. the just demands of the pefse-cutees as far as they remain unfulfilled in the new bills, and do everything to bring about necessary substantial improvements. The Conference has also expressed hopes that both the Federal Government, the Laen-der and the Bundestag will recognize the supreme moral duty of Germany to do the utmost to compensate the victims of Nazism at least materially, in a generous way, and that the leaders of Germany will regard this sacred obligation as overriding fiscal and financial considerations.

The next election is scheduled for 1965 and without Mr. Ben-Gurion to head the ticket it is estimated the party would lose .^n extremely large number of votes. It is therefore considered probable that Mr. Ben-Gurion will take over the helm of the government on the eve of the next elections and at that time he will be able to present conditions that will permit him to form a homogeneous cabinet, in which he will clearly indicate his view on the succession. One commentator indicated, there is a parallel between the two great leaders, Gen. De Gaulle and Ben-Gurion — both in their 70's who have the foresight to
