IN AUGUST, 1963, the Second International Conference on Problems of P^^t^P'fS^^?"*!' Sef was held iSihe Weizma^ Inslihite of Science in Rehovot, It was d^<>»^ *f «?f Jht turi problems, which were discussed by more than a hundred delegates from *ir^;eight Sountriesr among them Prime Minister!, Ministers of State and experts of world renown.
(Continued from Page 7) Nevertheless, the overall picture of the position of those two and a quarter million (?) Jews remains one of cultural deprivation and national discrimination.
Elsewhere in Eastern Europe, the position has changed little with the Jews enjoying communal and religious liberty but prevented from national expression. • * *
Turning to Western Jewry, it can be said that the most alarming phenomenon of the previous year — the rise of active anti-Semitism—has made little or no headway. Ocoasionally manifestations have been reported from various centres but none of these has developed to. any serious extent; Goihmunities everywhere are on Jthe alert and much attention has been devoted to alternative methods of combatting anti-Semitism with the argument largely revolving around the' merits of the activist versus the judicial approaches. In Britain, for example, where the small virulent anti-Jewish groups had the previous year managed to attract a large measure of unfortunate publicity, the imprisonment of Colin. Jordan, the refusal of many local authorities to permit anti-Semitic groups to held meetings in centriil places and proposals for fiu^er relevant legislation went a long way towards quietening the situation.
In South America, which is one of the most potentially dangerous centres for anti-Semitism, the past year has witnessed a comparative recess, although there is no evidence that the feeling is anything other than in abeyance. (Argentina introduced measures against the notorious "Tacuara" group but their real effectiveness remains to be demonstrated.)
One of the most significant processes in Europe has been the impact of over 100,000 Jews who arrived in France from Algeria the previous year. French Jewry over the past 15 years has increased at the same rate as Israel's population, more than trebling in size from 150,000 to
500,000. The whole character of this Jewry has been transformed and will change even further as the newcomers find their niche in the overall community.
So far, the communal organs are in the hands of the elder generations of French Jews but in the course of time these institutions will have to take on a completely new colour and character. To date, there has been little chance for the newcomers to be absorbed into the old community; many have formed new communities (revolutionizing the demographic structure of French Jewry) while some have tried to take the opportunity to assimilate into non-Jewish surroundings.
But it is clear that the two See WOHLI> JEWISH YEAR (Continued on Page 9)
