Victoria News columnist) pointed to the new phenomenon in Victoria of Friday evening adult education programs conducted by Mr. Kal-fon, on Bible, etc., as well as adult Hebrew Ulpan classes which the new Hebrew director has initiated . . . Children in the Victoria Community have also embarked on a Sunday plus weekday after-school program that they're enjoying.

"Banking does not appeal to Jews because they are too anxious to get ahead and make substantial money."
One response that was characterized as being "crude" but "by no means untypical" was quoted: ". . . The Executive Vice-Presi-den . . . asked if Jews, because of centuries of oppression, were not now by nature overly aggressive, overly clever, excessively scheming, and often dishonorable . . . influence wielders and responsibility avoiders . .
A quite different point of view was expressed by others interviewed, including one Philadelphia banker who stated frankly that Jews had been barred from the field because of prejudice and discrimination. According to the report, he explained that in his own bank the senior officers were all Anglo-Saxon Protestants who were completely inbred in their social relations. He added the belief that this condition was out of step with the times and was seriously hindering his bank in the search for talent.
The seriousness of this talent squeeze was documented by several sources. James J. Saxon, U.S. Comptroller of the Currency, for example, was quoted: "Many of the merger proposals that come to us for decision turn on the sad, but true fact that a bank must go out of existence simply because there is a shortage of capable executives. This condition is not limited to . . . small banks ... It is all too often the case with mediiun-sized and larger banks, even in prosperous commimities and in the midst of an expanding economy..."
IN SEEKING THE ACTUAL CAUSES of this under-utilization of talented and available Jewish manpower in the banking field, the report drew on AJC-spon-sored studies conducted in recent years at Harvard Business School, the Survey Research Centre of the University of Michigan, and Cornell on the general problem of the absence of Jews from policy-making positions in U.S. business and industry. The following basic causes were found to be chiefly responsible:
1. Prejudice. Prejudice on the part of banking officers themselves was felt still to be a problem, notwithstanding the larger society's intense concern with equalizing opportunity. In addition, undeserved attention was found to be paid to the actual or supposed prejudices of others,

such as customers, subordinates, competitors or the local commimity.
2. False assumption about efficiency. The belief that members of management teams could work together efficiently only if they resembled one. another in values, styles, and cultural and social background, while contradicted by the successes of companies that employ mixed teams, was foimd to linger still, serving to maintain the executives suites of many companies as Anglo-Saxcn Protestant preserves.
3. Misconceptions about the career goals of Jews. Despite research showing that the career goals of Jews and Christians headed for the business world show no difference, the assumption persists that Jews are not interested in commercial banking careers. Jews are held to differ from Christians in that they are impatient of the normal pace of advancement, entrepreneurial-minded rather than organization-minded, or excessively money-oriented.
4. Lack of clear company policies. Although more and more business companies today declare for equal opportunity, many fail to make clear to their own ranks that they mean what they say or to frame appropriate procedures. As a result, recruiters and members of middle management often continue to assimae that Jews are unwelcome, and thus restrictive practices and habits are perpetuated.
5. Unsatisfactory company im-agesl Exclusionary practices, even when no longer followed, are found to leave a lasting imprint on the image of business companies and entire fields of business. As the AJC-sponsored study at Harvard Business School put it: "If there are no Jews in management (in a given organization), a Jewish student isn't likely to waste much time in applying for a job there; it doesn't look like a promising place for a management career for him."
The report concluded with a six-point "cure" program suggested to commercial banking including hiring and promotion by ability regardless of race, color, creed, or such dubious criteria as "social status" should be asknowledged as a formal policy; and specifically, concerted efforts should be made to inform minority-group members on college campuses and in business schools that commercial banking offers equal opportunities in employment and promotion—all the way to the top.
"A positive effort will be required," the report stated, "to
restore a free market in the utilization of talent. The job cannot be done simply through a routine order from top management to *stop being prejudiced*. What is needed is a conscientious reappraisal and modernization of hiring and upgrading practices on the inside, plus active reaching-out toward minority-group members on the outside."
Mr. Abram said that copies of the report would be sent to top management of the 50 banks concerned. He added: "The Committee will be happy to put at the disposal of any interested bank its expertise in the field of equalizing executive employment opportunities."

To perform for six months at Expo '67, Les Feux FoUets folk dance company has signed a new dancer, Judy Cole, daughter of Mr. and Mrs. Sid Cole. Based in Montreal, the troupe "will tour Canada, performing here in February. Judy has a year's contract with Les Feux.
P.R. Bouquet Comer — Young Shirley Mattuck's item for Ha-bonim which appears imder Youth Alfairs this week, was the best looking publicity sent in for deadline. It was nicely typed and double spaced, but best of all, it was well condensed, to the point.
